Saskatoon Police Service Divisional Crime Analyst John Ng* worked with Ontario Tech University Associate Professors Dr Christopher O’Connor and Dr Tyler Frederick, and PhD candidate Dallas Hill, to explore Canadian crime analysts’ perspectives on the quality, collection and use of police data.

OPINION: While policing in the UK has made steps towards improving gender inclusion, the primary carer role often taken on by women means many are forced to sacrifice their careers because of a lack of flexibility in the workplace; Devon and Cornwall Police Chief Superintendent Jim Gale believes a more sensible approach to part-time and hybrid working and increased opportunities for job sharing could help the service improve female inclusion at all ranks.

FEATURE: Previous incarnations of online learning in policing left many underwhelmed and uninspired, with stories of officers struggling to absorb information or simply clicking through pages as fast as possible to complete a module; in the first of a new series of articles on continuing professional development, Dr Matthew Jones of the Open University’s Centre for Policing Research and Learning sets out to dispel some long-held myths and explore the new world of blended learning.

OPINION: ‘Degree gate’ – the apparent controversy over the value of policing degrees – has been a topic of conversation in UK policing circles and on social media for months; but for former chief superintendent Owen West, now a policing lecturer, the quality and depth of training, exposure to practical skills and enthusiasm of students suggests that much of the opposition to pre-join policing degrees must be based either in ignorance or cynicism.

ANALYSIS: The Institute for Government’s (IfG) recently published Performance Tracker has highlighted the huge pressures faced by the UK’s public services during the pandemic, and policing was no exception; IfG Research Assistant Anoushka Kavanagh looks at the impact of Covid on police performance and activity, as well as the challenges that still remain, and what the latest Spending Review will mean for the service.

OPINION: The pre-join degree scheme seems to be the ‘forgotten’ recruitment route for UK policing, argues Nottingham Trent University Policing Lecturer Phil Rudkin, with only three forces currently ready to accept recruits from these programmes; but with up to 2,600 pre-join graduates likely to enter the police recruitment pool by 2025, it’s time for forces and higher-education institutions to work together to improve this entry pathway into policing.

POLICING FRIENDSHIP TOUR: West Mercia Police Community Support Officer Aidan Goundry believes introducing a limited promotion framework for PCSOs could help forces to retain experience and local engagement; he’s also preparing to embark on an international charity project delivering ambulances to The Gambia, as he explained to Policing Insight Publisher Bernard Rix during a recent leg of the Policing Friendship Walking Tour.

FEATURE: Tutor constables play an increasingly crucial role in socialising and mentoring new recruits, yet very little research has been undertaken on how the role is approached and delivered by forces and individual officers; Dr Emma Williams of the Open University and Dr Tom Cockcroft of Leeds Beckett University highlight the opportunities and challenges of the tutor constable programme, and explore how a new study could inform practice around tutoring for years to come.

ANALYSIS: Detectives and plain-clothes criminal investigators play a crucial role in most policing agencies – but what are the key characteristics required of an effective detective sergeant? New research by Queensland Police Service Detective Senior Sergeant Christopher Rahmann, and Associate Professor Marcus Harmes and Dr Shayne Baker of the University of Southern Queensland, explores the desirable knowledge, skills, experience and attributes for senior investigators and detectives.

ANALYSIS: Fraud has been one of the biggest crime growth areas in the UK and internationally over the past five year, yet successive reports have highlighted an ineffective police response and a lack of support for victims; Portsmouth University Lecturer Paul Gilmour, a former police detective, examines why financial crimes are often the ‘poor relation’ when it comes to police investigation, and what can be done to address the challenges.

OPINION: The number of fatal police shootings in Australia reached a record high in 2019-20, against a backdrop of historically low levels of homicide and a general decline in crime; Dr Terry Goldsworthy of Bond University, who spent 28 years as a serving officer in Australia, believes that while policing is an inherently dangerous occupation, forces must avoid adopting an enforcement-only mentality.

FEATURE: While the Met Police’s performance in relation to violence against women, misogyny and sexual abuse have come under close scrutiny and prompted a high-profile inquiry, a project to improve working conditions for women and parents and deliver a cultural change within the force in relation to family friendly employment practices is already reaping rewards, as Policing Insight’s Deputy Editor Sarah Gibbons reports.

ANALYSIS: The recent rape and murder of Sarah Everard by a serving officer has prompted a greater focus on police who use their position to commit sexual offences, an area that has been the subject of research by a team at Bournemouth University for a number of years; in this article Lecturer Fay Sweeting, Dr Terri Cole and Professor Peter Hills highlight some key measures that can be taken to address the abuse of position.

FEATURE: Within weeks of the introduction of a new agreement ensuring Victoria Police officers in Australia can disengage from work when off duty, the pandemic arrived, and with it one of the few exceptions to the deal; but as The Police Association Victoria Secretary Wayne Gatt explains, officers understand the distinction between “what’s trite and what’s important”, and the spirit of the policy remains in place.
