FEATURE: A report by Canada’s Auditor General into recruitment for the Royal Canadian Mounted Police (RCMP) highlights that despite application numbers exceeding targets, delays in processing has seen many would-be recruits drop out, and a lack of accurate data around the staffing gaps that need to be filled, leaving the RCMP short of more than 3,000 officers, which could impact police officer morale and wellness while increasing risks to public safety and national security, as Policing Insight’s Sarah Gibbons reports.

INTERVIEW: Deanna Cantrell, a former chief of police and now Director of Law Enforcement Partnerships for Axon, believes leaders need to adopt a “policing inside out” approach by applying the lessons learned from community engagement to leading their own teams – especially those young-in-service officers whose input is often overlooked when it comes to decision-making – as she explained to Policing Insight’s Sarah Gibbons.

FEATURE: A recent report by the Public Accounts Committee is calling for more transparency over what it described as the “hopelessly outdated” funding formula for police in England and Wales which is restricting forces’ ability to recruit the right staff and roll out new technology, and warns that the Home Office needs better understanding of how policy changes impact on policing resources, as Policing Insight’s Sarah Gibbons reports.

OPINION: Failures around police vetting in the UK have recently been under the spotlight, particularly in relation to the relaxation of measures in order to hit recruitment targets; Avesta Afshari-Mehr, a Durham University student and scrutiny and accountability volunteer with Durham Police and Crime Commissioner’s Office, believes a national vetting standard is essential in light of his own experiences of the application and vetting process.

INTERVIEW: In the latest in a short series of interviews sharing the views and achievements of recent winners of International Association of Women Police awards, Policing Insight’s Sarah Gibbons spoke to Greater Manchester Police Detective Inspector Anna Rickards, whose experiences of combining a policing career with motherhood prompted her drive to change the culture around part-time roles, improve service flexibility and mentor women into senior roles – for which she recently received the IAWP Inspiration Award.

ANALYSIS: A new report into the performance of An Garda Síochána has highlighted the roll out of a new operating model as the “most significant change” to the structure of the force in its history, and has praised achievements in roads policing, tackling drugs and community engagement; but the report warns that persistent recruitment and retention difficulties, a lack of resources and inadequate IT remain key challenges to the performance of An Garda Síochána, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: The latest police workforce data for England and Wales shows that over the last five years, forces have recruited the equivalent of 44% of the current officer strength, but the equivalent of 31% have left; in the second in this new series of articles on workforce development, Ian Wiggett looks at the effect on levels of experience and skills, the high levels of young in service resignations, and how politicians’ fixation on officer numbers has resulted in little attention being paid to the effect on the ground.

OPINION: The story of the Special Air Service (SAS), entertainingly told (with some creative licence) in the BBC SAS Rogue Heroes drama series, highlights the impact of embracing the unorthodox and encouraging innovative and analytical ideals when traditional approaches are not succeeding; Jonathan Jackson, Associate Professor of Policing and Investigation at Leeds Trinity University, believes policing in the UK would do well to learn from those approaches in tackling some of the current complex challenges.

INTERVIEW: RCMP Deputy Commissioner Jodie Boudreau, Vice-President of the Canadian Association of Chiefs of Police, believes its time “to get our swagger back” and restore pride in policing; she spoke to Policing Insight’s Christine Townsend about restoring confidence in the profession, working closely with Indigenous communities and other under-represented groups to build relationships and increase recruitment, and the strengths that new young officers can bring into the job.
