INTERVIEW: In just over a year, the Police National Computer in England and Wales is set to be replaced by the new Law Enforcement Data Service; Ian Weinfass spoke to those leading on the project for the Home Office and the police service about what the change will mean for officers, what else needs to happen, and the potential implications of not hitting the target date.

INNOVATION: Inspired by ‘café scientifiques’, the team from the Open University’s Centre for Policing Research and Learning (CPRL) have been working with forces across England and Wales to hold a series of ‘evidence cafés’ – informal gatherings designed to increases two-way dialogue between academics and practitioners and explore how research findings relate to real-world policing practices – as the CPRL’s Dr Keely Duddin, Kendal Wright, Frances Wright and Dr Nicky Miller explain.

FEATURE: A recent evaluation of the roll out of the ‘Right Care, Right Person’ approach to responding to mental health crises has identified savings in police time allowing forces to free up resources for other priorities – but challenges around decision-making, communications, and the funding and capacity constraints for other agencies are also hampering the effective implementation of the scheme across England and Wales, as Policing Insight’s Sarah Gibbons reports.

INNOVATION: In the latest in a series of articles exploring the opportunities and challenges presented to police by the rapid growth of artificial intelligence (AI), Chief Philip Lukens explores the application of AI by motor manufacturers and corporations to monitor vehicle use and driver behaviour, and how this could aid police investigations while also exposing law enforcement to accusations of overreach.

FEATURE: The recent wildfires sweeping across Southern California highlight the importance of efficient and effective disaster management; in the wake of this tragedy, Policing Insight’s Andrew Staniforth looks at the latest European initiative to harness the benefits of drone technology to provide disaster management agencies and first responders including police with up-to-date and accurate information that can improve resilience, response and recovery in the face of such catastrophes.

INNOVATION: A Dorset Police trial which expanded the video response approach used with domestic abuse cases to a wider range of calls and crimes has seen significant increases in arrest rates, positive outcomes and satisfaction levels for victims, and potential savings of £1.5million; now the approach could be expanded across the whole county and shared with other forces, as Supt Stewart Gates explained to Policing Insight’s Sarah Gibbons.

INNOVATION: With the police response to those in mental health distress – whether in relation to safeguarding, crime or public protection – a challenge for policing globally, Edge Hill University’s Dr Jude Towers looks at the results of the mental health diversion and advisory panel initiative in Lancashire, which offers an alternative out-of-court disposal approach to mental health-related offending that is winning support from officers as well as those in crisis.

ANALYSIS: The use of wearable technology to monitor health and wellbeing continues to expand significantly; Dr Carol Cox, Head of the Liverpool Centre of Advanced Policing Studies at Liverpool John Moore’s University, is leading a research team from the Centre in its work on the police use of such technology, and explains the challenges and benefits identified to date, as well as early indications from the latest study due to be released in April.

INNOVATION: The UK’s first team dedicated to investigating crimes committed by registered sex offenders, launched by Greater Manchester Police initially as a pilot project more than two years ago, has now hit a 90% solved outcome rate for investigations, and has become a permanent part of the force structure, as unit head DI Marc Baker told Policing Insight’s Sarah Gibbons.

INNOVATION: New technology is being used to help police and local authorities improve road safety, with AI-enabled cameras identifying bad driving on roads in Devon and Cornwall, and extensive harsh-breaking data helping local authorities to predict potential collision blackspots, as Policing Insight’s Sarah Gibbons reports.

FEATURE: Kent Police and Crime Commissioner Matthew Scott spoke to Policing Insight’s Sarah Gibbons about Operation Voice, a pilot initiative launched within the force which overlaid road traffic data onto data for violence against women and girls to identify and apply “relentless pressure” to high-harm perpetrators.

INNOVATION: An internally focused Behavioural Science Unit set up by Thames Valley Police is helping the force to address a range of issues including leadership standards, neurodiversity, and structural and geographical change – and good practice identified from the work of the Unit could soon be shared with other forces across England and Wales, as Policing Insight’s Sarah Gibbons reports.

FEATURE: Dyfed-Powys Police has become the latest force to implement an Evidence-Based Investigation Tool that uses algorithms to forecast which crimes are more likely to be solved as well as those for which further investigation is unlikely to yield a result – enabling forces to focus their resources more effectively, as Policing Insight’s Sarah Gibbons reports.

FEATURE: A partnership with the Leeds-based Domestic Violence and Abuse Voices Project providing “humbling, compelling and motivating” first-hand accounts of how women have been treated by police in the past is helping officers in West Yorkshire to gain greater insights and improve the service they deliver in domestic abuse cases, while giving victim-survivors a “life-changing” opportunity to vocalise their experiences and feel heard, as Policing Insight’s Sarah Gibbons reports.
