INTERVIEW: In the latest in a series of interviews with leading figures involved in the research and investigation of organised crime (OC), Policing Insight’s Dr Chris Allen spoke to Former West Midlands Police Detective Inspector Dr David Wilson and now West Midlands Regional Organised Crime Unit lead for modern slavery and organised immigration crime (MSOIC), and a recognised expert in Chinese OC, about the reach of Chinese OC, the growth of state-sponsored crime, and the challenges of policing OC with a 43-force structure.

FEATURE: The latest Global Financial Fraud Threat Assessment from INTERPOL highlights the “industrialisation” of transnational financial fraud and the likelihood that offending will offending “escalate significantly” over the next five years as artificial intelligence leads to easier entry for criminal networks, prompting the agency to set out a range of initiatives to tackle the threat, as Policing Insight’s Sarah Gibbons reports.

OPINION: As transnational criminal networks grow in complexity and reach, the Australian Border Force is evolving from a traditional customs and immigration agency into a sophisticated intelligence-led law enforcement organisation; the results are already visible, says strategy and reform consultant Kavitha Vipulananda, but the challenges ahead are formidable – and some of the most significant are not operational at all.

ANALYSIS: The South Caucasus region of Georgia, Azerbaijan and Armenia is increasingly becoming a hub for organised crime networks spanning borders between Europe, Eurasia and beyond, warns a new study from the Global Initiative against Transnational Organised Crime, with the region’s ports and borders also being used by both organised crime and licit trade to beat sanctions imposed on Russia, as Policing Insight’s Dr Chris Allen reports.

OPINION: The creation of an FBI legal attaché post in Wellington, New Zealand in July was hailed by the US as a way to counter “some of the most important global issues” such as the threat from China, as well as boosting regional crime operations; but University of Tasmania Policing Lecturer Dr Nick Evans warns that the move could in fact threaten existing policing partnerships that Australia and New Zealand have with China, forcing officers to engage in new levels of diplomacy to maintain cordial relations.

ANALYSIS: In the second in a series of articles exploring the links between sport and organised crime – from street level to international syndicates – Policing Insight’s Chris Dalby looks at the issue of modern slavery in football across the UK and Europe, where young players from Africa and Asia are trafficked thousands of miles from home on the promises of opportunities that don’t exist, often to end up broke and abandoned, or further exploited through illegal labour, drug dealing and the sex trade.

FEATURE: A new report from HM Inspectorate of Constabulary and Fire & Rescue Services into the UK police response to organised immigration crime (OIC) has called for greater collaboration between forces, better intelligence gathering and sharing, and for OIC to become a higher law enforcement priority in order to tackle the organised crime groups involved, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: Policing Insight’s Dr Chris Allen examines the findings of a new report by the Global Initiative Against Transnational Organised Crime into maritime drug trafficking, including the scale of the challenge, the available resources and logistical approaches of organised crime groups, and what steps could be taken to improve law enforcement’s efforts to tackle the traffickers.

ANALYSIS: The number of sextortion cases reported to the US National Centre for Missing & Exploited Children skyrocketed from 139 in 2021 to 26,000 in 2023, and the crime is now ruining young lives in countries around the world; Policing Insight’s Sarah Gibbons spoke to cybercrime analyst Paul Raffile and financial investigator Detective Brad Thorne about the scale of the problem, the importance of police investigating cases, and the need to overcome challenges around international co-operation.

FEATURE: A new Europol and Eurojust report on the challenges of tackling cybercrime has highlighted the huge volumes and difficult access to data, increasingly sophisticated anonymising measures deployed by criminals, and the legal and logistical difficulties of cross-border investigations as some of the key barriers for law enforcement, despite the “progressive strides” made by agencies and governments to address the issues, as Policing Insight’s Sarah Gibbons reports.

FEATURE: A new report by the Garda Síochána Inspectorate has called for the force to carry out a strategic threat and risk assessment to identify and tackle transnational organised crime; a workforce plan to better allocate resources, prioritising data-informed processes, and adopting an “all-island” approach to organised crime were also among more than 60 recommendations, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: The increase in drug-related extreme violence and the scale of drug seizures across Europe suggest Mexican and South American cartels already view the EU as the ideal location for expansion; former DEA Special Agent Michael Brown, Global Director of Counter-Narcotics Technology at Rigaku Analytical Devices, believes steps can be taken by European governments and law enforcement to thwart that expansion – but will require political will, increased co-operation, and better use of technology.

INTERVIEW: Human trafficking and exploitation stretches far beyond borders. Former MPS Superintendent Bernie Gravett who led the first joint trafficking investigation in Europe and who now specialises in counter-trafficking training tells Policing Insight’s Contributing Editor Sarah Gibbons that training overseas officers is key to helping tackle serious and organised crime in the UK.

FEATURE: Operation First Light, the global police operation led by INTERPOL, secured impressive results, freezing more than 6,700 bank accounts and seizing assets worth $257 million; but as Policing Insight’s Andrew Staniforth reports, while the operational achievements deserve praise, the scale of this criminal endeavour highlights the continuing success of scammers who combine hi-tech channels with appeals to the most basic of human emotions.

OPINION: Taiwan’s police forces are known for their professionalism and expertise, particularly in areas such as terrorism, cybercrime and human trafficking; but China’s continuing successful efforts to block Taiwan’s membership of Interpol weakens the organisation and sends the wrong political signals – a situation which Dr John Coyne of the Australian Strategic Policy Institute believes needs to be addressed at Interpol’s next General Assembly in Glasgow in November.

FEATURE: With 2024 marking the 25th anniversary of the launch of Europol, Policing Insight’s Andrew Staniforth looks at the organisation’s efforts to support member states in the fight against key crime threats, and in particular the work of the Innovation Lab in identifying and developing new technologies, and promoting partnerships and regulatory standards.

ANALYSIS: In the first in a two-part series about the modern ransomware threat, Policing Insight’s James Sweetland explores the development and defining features of this complex crime type – including the effect of bitcoin, the potential impact of artificial intelligence, and the role of Russia – drawing on exclusive interviews with the National Crime Agency, the National Cyber Security Centre and other experts.

INTERVIEW: As collaboration between law enforcement agencies becomes increasingly critical to combat cyber threats, Luísa Proença, Deputy National Director of the Portuguese Judicial Police, spoke exclusively to Policing Insight’s Andrew Staniforth about the importance of research and innovation, and how their participation in the European NOTIONES network is bringing law enforcement agencies together to improve intelligence functions.

ANALYSIS: Europol has identified 821 criminal networks with 25,000 members from 112 different nationalities which carry the biggest threat both inside the EU and internationally – based on the fact they are agile, borderless, controlling and destructive – and has called for “a culture of proactive international police co-operation” to tackle the threat, as Policing Insight’s Sarah Gibbons reports.

FEATURE: Interpol Executive Director of Police Services Stephen Kavanagh has warned that a new international “poly-criminal age” is posing harm to millions around the world, and that while Interpol remains uniquely placed to lead the response, it will require a “global mindset” from law enforcement, government, communities and the private sector to tackle the threat, reports Policing Insight’s Keith Potter.
