INTERVIEW: Forces across England and Wales need to give a greater priority to vehicle theft and recognise it as often a key component in organised crime, says Surrey Assistant Chief Constable Sarah Grahame, the National Police Chiefs’ Council lead on vehicle crime, who spoke to Policing Insight’s Sarah Gibbons about the growing focus on ports to target the many stolen cars and parts shipped overseas, and the need to collaborate more closely with industry and technology partners.

OPINION: Canada’s decision to legalise cannabis in 2018 prompted concerns that the move would lead to more stoned drivers on the roads; but research by Brock University Associate Professor Michael Armstrong suggests that the longer-term changes in drug- and drink-impaired driving bore little correlation to the changes in the legal consumption of cannabis, although there was a clearer relationship between provinces catching more drug-drivers and the number of police trained in drug recognition.

INTERVIEW: Vehicle manufacturers and security companies are being urged to join police and other agencies in a new public-private partnership to tackle organised vehicle crime, which researchers believe costs the UK economy more than £1.75 billion a year, as Mark Kameen, a former senior police officer and now project lead for the National Vehicle Crime Reduction Partnership, explained to Policing Insight’s Sarah Gibbons.

FEATURE: Organised crime groups (OCGs) are driving a significant increase in UK vehicle thefts, with international and online market places and criminals stealing to order, against a backdrop of dwindling detective numbers and a lack of specialists, says a new study from the Royal United Services Institute, which calls for a new national co-ordination body to tackle the “complex, cross-jurisdictional and international threat”, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: New research exploring the challenge of distracted driving and police officers’ role in educating drivers about the dangers of mobile phone use highlights a lack of understanding about the impact of handsfree phone use, and missed opportunities to educate drivers; research authors Professor Gemma Briggs of the Open University, Dr Leanne Savigar-Shaw of the University of Staffordshire, and Keele University’s Dr Helen Wells explain the key findings from the research, and what can be done to address them.

OPINION: After several years of declining road deaths in pursuit of Vision Zero, road fatalities in Australia in 2023 reached levels not seen in nearly a decade; Senior Lecturer Dr Milad Haghani of UNSW Sydney believes that more focused and tailored safety campaigns together with closer monitoring of the community road safety climate can help to get Australia back on track.

ANALYSIS: Paris became the first European city to ban the use of rental e-scooters under a law that came into force in September, and concerns have been raised in other towns and cities in the UK and elsewhere about riders breaking the rules; but research by Senior Lecturer Dr Petya Ventsislavova and colleagues at Nottingham Trent University has found that a lack of knowledge of the law – rather than a desire to flout it – is behind most rule breaking by riders.

FEATURE: Drug-drivers convicted in the South Tees area (policed by officers in Cleveland) will become the first in the UK to be offered an educational course to reduce reoffending – similar to the drink-drive rehabilitation scheme – under a pilot programme which, if successful, could be rolled out nationwide, as Policing Insight’s Thomas James reports.

OPINION: While Vehicle Identification Numbers (VINs) have been in existence for several decades, modern technology to clone VINs for stolen cars, ‘title wash’ damaged vehicles and create fraudulent records has contributed to Canada’s growing car theft problem; Vernon White, former Chief of Police for Ottawa Police Service, and Joe Carlebach, former Hammersmith and Fulham councillor, argue that provincial governments have a key role to play in tackling this issue through physical VIN verification services.

FEATURE: Electronic systems designed to increase driver convenience and improve security are now being exploited by car thieves to steal vehicles; Networking and Security Lecturer Dr Omair Uthmani of Glasgow Caledonian University explains how the sophisticated approaches are defeating existing measures – and how the disguised devices used by thieves are difficult for police to spot if suspects are searched.

ANALYSIS: Long-established in America, the focused deterrence approach to tackling violent crime has in some instances reduced offences by a third, but has had limited trials in the UK; now a £6 million pilot project involving four English police forces as well as partner agencies and violence reduction units has been launched to evaluate the potential of the initiative, as Policing Insight’s Keith Potter reports.
