ANALYSIS: An evaluation of a successful street outreach programme – pioneered by Leicestershire Police, but using community outreach staff rather than uniformed officers – has highlighted a significant drop in both the frequency and severity of offences in several city centre crime hotspot areas, as well as considerable financial savings, as Policing Insight’s Sarah Gibbons reports.

FEATURE: In her latest report the Victims’ Commissioner for England and Wales, Baroness Newlove, has highlighted concerns around delays caused by the strain on the justice system, the continuing plight of victims of antisocial behaviour, and the need for victims of all crimes to be listened to, rather than “talked at”, as Policing Insight’s Sarah Gibbons reports.

FEATURE: The latest report on the efforts of police forces in England and Wales to tackle antisocial behaviour has highlighted the need for more consistent resourcing for neighbourhood teams, better training for officers, and the need for improved IT and stronger partnerships to enhance data sharing with other agencies, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: Football and other public order events inevitability lead to officers being drafted in from other units but research undertaken by Keele University's Dr Mike Hope, Project Leader for ENABLE UK, and Professor Clifford Stott as part of the ENABLE project reveals how greater use of Operational Football Officers reduces abstraction rates as well as disorder and anti-social behaviour.

ANALYSIS: With the UK public preparing to head to the polls to elect the next government, each party has set out its specific manifesto pledges on policing and crime; Policing Insight’s Thomas James looks at what the parties are promising to implement should they get into power, and – despite widespread media coverage of policing and crime over recent months – whether voters actually care about it as an election issue.

ANALYSIS: Despite significant decreases in crime over the past 30 years, most people in England and Wales believe crime is rising; Associate Professor Toby Davies and Professor Graham Farrell of the University of Leeds argue that while there are various reasons for the perception gap – including political rhetoric and media coverage – governments should be taking decisions on crimes based on evidence, not public perception.

RESEARCH: For several years, successive UK governments have vowed to crack down on antisocial behaviour, and with an election likely next year, the current Conservative Government has pledged to take fresh action; but as Leeds Beckett Criminology Lecturer Kirsty-Louise Cameron points out, with vague and often differing definitions of what antisocial behaviour is, some people could find themselves facing eviction and even prosecution for actions many would consider acceptable.

OPINION: A youth ‘crime wave’ in Alice Springs – partly blamed on last year’s lifting of ‘Intervention’ laws – has led to more officers on the streets and more youngsters locked up; but Professor Thalia Anthony and Researcher Vanessa Napaltjari Davis argue that this ‘knee-jerk’ law and order response ignores longer term Royal Commission calls for a more humane response to young people and for greater support for First Nations families and organisations.
