ANALYSIS: With all 37 police and crime commissioners and police, fire and crime commissioners across England and Wales due to take office tomorrow (Thursday, 2 May), Policing Insight rounds up the campaign commitments, pledges and victory comments from the latest cohort of commissioners – including some new names, several familiar faces, and some long-serving office holders.

ANALYSIS: Last week’s PCC elections in England and Wales were a combination of predictable wins, surprise victories and tight contests, against the backdrop of a low turnout and minimal media coverage; Policing Insight’s Academic Editor Dr Carina O’Reilly takes a closer look at the policy and political implications of the results, and whether this year’s outcomes could affect campaigning techniques and voting intentions in future PCC elections.

ANALYSIS: With the major media focus and political campaigning around the local council and mayoral elections last week, the police and crime commissioner (PCC) elections which were running in tandem slipped past largely unnoticed outside policing circles; Policing Insight’s Ian Wiggett looks at the significant ‘red tide’ that replaced 2021’s ‘blue wave’, as well as the challenges facing the new office holders, and the concerns over low voter turnout.

INTERVIEW: In the second of two interviews with long-serving police and crime commissioners ahead of next week’s elections, Hertfordshire Conservative PCC David Lloyd spoke to Policing Insight’s James Sweetland about putting victims “at the centre of everything we do”, how officers are now “far closer to society than they were”, and made the case for new PCCs to “be joyful and do the little things”.

INTERVIEW: Voters in England and Wales go to the polls next week in the police and crime commissioner (PCC) elections; in the first of two interviews with long-serving PCCs now stepping down, Labour PCC for South Wales Alun Michael spoke to Policing Insight’s James Sweetland about the risk of “hubris” among chief constables, why the PCC-chief relationship “shouldn’t be too comfortable”, and his reflections on 12 years as a PCC and 50 years as an elected politician.

INTERVIEW: Bedfordshire Police and Crime Commissioner Festus Akinbusoye spoke to Policing Insight’s James Sweetland about the abuse he’s suffered during his first term – including a shocking threat to his life that made him question whether to continue as a PCC at all – and his desire to help the force reach its full potential.

OPINION: With increasingly polarised politics, the growth of the post-truth era, and a general fall in confidence in major institutions, the UK’s model of policing by consent is being tested like never before; but Police Foundation Director Rick Muir believes that the fundamental principles of the model remain sound, and that the priority for overcoming the current challenges must be improved communication.

ANALYSIS: The UK Government’s efforts to influence policing’s operational response to protests have reached new levels in recent months, and former Home Secretary Suella Braverman’s comments on the issue would appear to have prompted her sacking; but Wrexham University’s Professor Peter Joyce and Dr Wendy Laverick of Hull University argue that policing independence in relation to protests has been threatened by Conservative governments for some time, and that a fundamental rethink of governance arrangements may be the only long-term answer.

OPINION: Approaches and initiatives that improve police engagement with communities are acknowledged by many in policing as delivering real and long-term benefits, but when it comes to resourcing, are often regarded as ‘nice to haves’ rather than necessary; however, University of Portsmouth Policing Lecturer David Knowles – a specialist in engagement during his 30-year policing career – argues that such engagement is essential in building trust and confidence as well as tackling all levels of crime.

OPINION: The recent directive from UK Home Secretary Suella Braverman calling for a review of police officers’ political activism is the latest salvo in a much wider conversation about so-called ‘woke’ policing; Policing Insight’s Graham Wettone, a former long-serving police officer, looks at the origins of the term ‘woke’, its relevance to policing, and how the service has been affected by increased politicisation.

INTERVIEW: As she takes the helm of the Association of Police and Crime Commissioners (APCC) –  the representative group for UK police governance – Donna Jones speaks to Policing Insight’s Ian Weinfass about the changes that are coming for PCCs and the wider law enforcement picture.

ANALYSIS: A new joint investigation into the police response to ethnic minority victims of sexual abuse who may be at risk of honour-based abuse has found that inadequate ethnicity recording of victims has become an “intolerable problem”, while a lack of cultural understanding and awareness among police officers and staff has left victims facing “unacceptable” further risks, as Policing Insight’s Keith Potter reports.

ANALYSIS: In this latest article in a series on 21st century community engagement, Intensive Engagement Managing Director Richard James (a former police territorial commander), Stephen Carr, Transformation Strategy Lead for the Home Office, and Police Foundation Research Director Andy Higgins build on the findings of the recent Strategic Review of Policing to explore local policing and leadership through the themes of people, problems and places.

OPINION: The recent death of nine-year-old Olivia Pratt-Korbel in a shooting in Liverpool has highlighted the city’s continuing struggle with gangs, guns and violent crime; Dr Robert Hesketh, Policing Studies lecturer at Liverpool John Moores University, believes a continuing pattern of social exclusion and poverty is leading to organised crime and violence on Merseyside and elsewhere, but that preventative policing could be a step towards solving the problems.

ANALYSIS: Purposeful community engagement is now widely recognised and recommended as a crucial step in delivering social change, including policies around crime reduction, preventing radicalisation, and building trust and confidence in policing; in the first of a series of articles, Intensive Engagement’s Richard James (a former police territorial commander) and Associate Professor Dr Tim Curtis explore the essential processes needed to create focused, sustainable and effective community engagement.

OPINION: Former Greater Manchester Police Chief Constable Sir Peter Fahy believes that many of the ‘reforms’ of policing over the past 20 years – including the introduction of PCCs and the College of Policing, and the closure of the Police Leadership College – have weakened the service’s ability to develop long-term strategies or a professional independent voice, and failed to address the deeply embedded issues of misogyny and racism in police culture.

FEATURE: With a Law Commission review of hate crime to be published shortly, and all forces in England and Wales now due to record misogyny as a hate crime, steps are well underway to tackle a key driver of violence against women and girls; Nottinghamshire was the first force in the UK to adopt such an approach, and Susannah Fish, the force’s Deputy Chief Constable at the time, explains what prompted the move, the success of the scheme, and her hopes that a national rollout will make life safer for women and girls.
