Evaluating risk in missing person cases using a Harm Vulnerability Framework Assumed risk of harm plays a crucial role in response strategies and resource allocation in missing person investigations, where misclassification or delay can result in serious or fatal consequences. While police adopt a clinical judgement approach to assessing risk, few empirical studies have examined whether routinely captured police data can support structured harm prioritisation tools. Drawing on Lifetime Exposure Theory, logistic regression analyses were conducted on missing incidents (N = 16,454) and individual-level cases (N = 4206) reported to UK police forces to test whether variables from a Harm Vulnerability Framework predicted harmful outcomes. Among child incidents, being high risk, older, female, transgender, likely to commit suicide, mental health issues, and prior harm were associated with harm, although no variables were significant at the individual level. Among adult incidents, being high risk, likely to commit suicide, and prior harm were significant predictors, whilst being high or medium risk, and likely to commit suicide predicted harm at the individual level. Multivariate regression analyses confirmed the predictive value of suicide concern and prior harm across children and adults, although explained variance remained modest. Suicide concern already forms a key aspect of police decision-making. However, harm suffered during a previous missing episode may warrant greater operational attention. Results highlight opportunities for developing child-focused harm prioritisation tools while also revealing limitations in police data. Future research should explore how police and partner-agency interventions influence harm outcomes and how other data sources can strengthen harm assessments. CBC News (Canada) 2/6/2026 Audio, News Lessons From an Interagency Coalition: Developing a Training Program for Acute Mental Health Crisis Response This study describes the development and evaluation of Better Together, a coalition between law enforcement, first responders, and health care organizations to develop an interagency training for managing justice-involved individuals with mental health issues. In the United States, calls to 9-1-1 and other crisis lines frequently dispatch law enforcement, first responders, and sometimes crisis intervention teams. As these individuals are assessed and managed during the response, they are taken into custody by law enforcement, transported for medical care, or released. A Department of Justice grant led to the facilitation of a collaborative to discuss how training in the various involved organizations aligns with complexities of these cases on the ground. An interagency training program was developed to clarify agency roles and improve cross-sector collaboration. Pretest, posttest, and 2-week follow-up assessments measured participant knowledge and understanding of agency roles. Overall scores improved significantly from pretest (63%) to posttest (76%, p < .001) and remained high in the 2-week follow-up (75%, p = .021). However, changes in leadership since the completion of the training have demonstrated the tenuous nature of keeping a collaboration of this nature sustainable. Journal of Contemporary Criminal Justice - Registration at source 2/6/2026 Research article Organisational Learning Within the Police: A Case Study of the Evaluation and Implementation of Improvements After Terror-Related Incidents in Norway This study examines how police officers in the Norwegian police experience the process of organisational learning after terror-related incidents. The empirical data was collected through in-depth interviews with 14 police officers involved in the response to three recent terror-related incidents, and the learning activities following these incidents. The findings indicate that there is room for improvement in how the police organisation both evaluates terror-related incidents and implements suggested improvements. Evaluations are found not to be holistic evaluations of the whole responses, leaving parts of the police’s performance not formally evaluated. For evaluations to contribute to learning, the findings show the need for a learning culture and the avoidance of the negative stress associated with evaluations. The implementation of suggested improvements after evaluations is found to be demanding, and the involvement of police officers in the implementation process is insufficient. To improve implementation, the findings show the importance of involvement and communication in helping to create a shared understanding of suggested improvements. The lack of a systematic approach and time dedicated to learning from experiences, including time for training and exercises, is found to be a main challenge for organisational learning.
