INNOVATION: In the latest in a series of articles exploring how artificial intelligence (AI) can be used in policing, Chief Philip Lukens looks at the potential benefits that AI solutions can deliver in relation to accreditation and performance – including a master training schedule, an AI-assisted tool to review and update policy, and an automated compliance checker – all of which can save time and resources, increase reliability, and boost trust and confidence.

OPINION: The recent budget announcement by the UK Government included £230 million set aside to fund new technology that can make policing more productive and efficient; but Professor John Coxhead of the University of East London argues that investing in drones over detectives and replacing bobbies with bots is not the right plan.

INTERVIEW: In this first in a two-part interview, City of London Police Temporary Commissioner Peter O’Doherty spoke to Policing Insight’s James Sweetland about the unique challenges of policing London’s Square Mile, efforts to rebuild trust and confidence with the public, and his personal reflections on taking over a major force for the first time.

OPINION: After more than 30 years in policing, David Marshall, now a criminology lecturer and author, argues that for policing to more effectively meet the challenges it currently faces, it must concentrate on the issues that are priorities to the public – such as detecting and preventing crime, and responding to emergencies – rather than on internally focused diversity, equity and inclusion campaigns.

INTERVIEW: In the second part of Policing Insight’s interview with Avon and Somerset Chief Constable Sarah Crew, she spoke to James Sweetland about the controversial incidents around issues of race explored in the TV series To Catch a Copper, and her own views expressed last year that the force is institutionally racist.

INTERVIEW: Channel 4’s To Catch a Copper series revealed shocking incidents of misconduct in Avon and Somerset Police; in a two-part interview with Policing Insight’s James Sweetland, Chief Constable Sarah Crew talks about why she let the cameras in, footage of misconduct by officers that left her feeling “horrified” and “exhausted”, and her views about institutional racism.

OPINION: With the recent report from the Angiolini Inquiry the latest high-profile criticism of UK policing culture, former officer turned police trainer Graham Goulden believes it is time to drop conformity, e-learning and a ‘whack a mole’ approach to misconduct in favour of an active bystandership that will help to instil critical loyalty among colleagues.

ANALYSIS: Police officers in many jurisdictions are trained to be in a “state of heightened alert” when on patrol, both to detect and prevent crime, and for self-preservation; but Prof Jesse Cheng of DePaul University College of Law in Chicago argues that such an approach can lead officers into “addictive hypervigilance” behaviours which significantly increase the unwarranted use of force.

OPINION: The ‘New Met for London’ plan is an ambitious turnaround framework for the UK’s largest force, in the wake of a series of critical reports and concerns around performance and public confidence; but former police officer Oliver Laurence, now a consultant and host of the Protect and Serve podcast, fears that poor communications – both internal and external – could derail the plan before it has chance to make real progress.

FEATURE: Comments and experiences of the criminal justice system shared by the families of murder victims highlighted some harrowing ordeals; now a new analysis of their stories using an AI-based methodology developed by Professor Jonathan Crego has highlighted key themes and opportunities for greater support and dignity, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: Last month the Global Law Enforcement & Public Health Association (GLEPHA) published a series of reports as part of the ‘Envisaging the future of policing and public health’ project, covering a range of topics including harm reduction, diversion, and policing mental health; in the fourth in a series of seven articles, Policing Insight’s Thomas James looks at GLEPHA’s report on violence prevention programmes and police partnership from England, Iraq, Mexico and Fiji.

FEATURE: Following a string of scandals and tough inspection reports, there have been near-constant demands for policing in England and Wales to reform; at the recent Canterbury Centre for Policing Research annual conference, three academics presented their blueprints for making change a reality – from new powers to intervene in failing forces, to adopting UN standards, and creating a new ‘police reserve’ – as Policing Insight’s James Sweetland reports.

OPINION: This month saw the launch of a new UK Code of Ethics by the College of Policing; but former officer and now author and University of Central Lancashire Policing Lecturer Derek Flint believes the revised code is so lengthy and wide ranging that the core messages may well be lost, while also providing barristers or IOPC investigators with a means by which to trip up staff and officers who are trying their level best.

FEATURE: Serving and former UK police officers are working with academics and students to provide support for policing in Ukraine, in a bid to prepare the country for the possible influx on corruption when work eventually begins to rebuild the nation post-conflict, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: Research in Kenya and more widely across Africa has highlighted low public trust in police and a prevailing perception of corruption, and that lack of trust in Kenyan police has been expressed more keenly by those living in urban areas; Professors Kristine Höglund and Emma Elfversson of Uppsala University explore the reasons for the differences between urban and rural communities, the implications for police reform, and what can be done to address the issue.

FEATURE: The police disciplinary processes in New Zealand and the UK have been overhauled in recent months; but despite the reforms, staff associations representing frontline officers in both countries are still voicing strong concerns over the lengthy delays involved in misconduct investigations which – in the worst cases – can leave officers waiting years for allegations to be resolved, significantly impacting both their own health and public confidence, as Policing Insight’s Sarah Gibbons reports.

FEATURE: A new joint report by HM Inspectorate of Constabulary and Fire & Rescue Services, HM Crown Prosecution Service Inspectorate, and HM Inspectorate of Probation into victims’ services has found that despite agencies recognising the need to improve services for victims, poor communications and a focus on meeting the Victims’ Code meant that the findings highlighted ‘depressingly familiar’ shortcomings, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: While the Baroness Casey Review was underway – a review which highlighted “toxic cultures” of sexism and racism in the force’s firearms unit – the National Police Chiefs’ Council commissioned its own UK-wide review of the role; Adrian James, Reader in Police Studies at Liverpool John Moores University and one of the authors of the subsequent report, says that similar issues around macho, sexist cultures and elitism are evident in police firearms teams across the country.

FEATURE: After a tumultuous week in UK policing – one which saw tensions between the Met and national politicians dominate the headlines, followed by the eventual departure of Home Secretary Suella Braverman – Met Commissioner Sir Mark Rowley joined the Institute for Government to set out his plans to keep reform of the country’s largest police force on track, as Policing Insight’s James Sweetland reports.

FEATURE: A new report by a cross-party committee of UK MPs has described the need for policing to “repair its culture” in the face of increasingly complex demands and failures that have damaged confidence in the service as a “turning point for the police”, amid warnings that “marginal changes” will not be enough to improve services and rebuild public trust, as Policing Insight’s Sarah Gibbons reports.
