INTERVIEW: After leading Merseyside Police for just over four years, Serena Kennedy recently stepped down from her role as the Chief Constable of the fifth largest force in England and Wales; speaking with Policing Insight’s James Sweetland shortly before her departure, she reflected on the changing nature of police leadership, debates about national reform, and shared her perspective on what the planned new National Centre of Policing (NCoP) should look like.

INTERVIEW: As the College of Policing launches new guidance for professional reviews, Chief Constable Sir Andy Marsh spoke to Policing Insight’s Ian Weinfass about the importance of regular dialogue with line managers, including how his own helped him stay in the job during a battle against cancer.

PSA CONFERENCE: Police Superintendents’ Association (PSA) President Superintendent Nick Smart called on the Government to embark on significant reform of the service in England and Wales and “redefine the policing mission” during his speech to the PSA annual conference – comments that were echoed by National Police Chiefs’ Council Chair, Chief Constable Gavin Stephens, who said that “bold and ambitious” reform was now an “urgent” requirement, as Policing Insight’s Keith Potter reports.

OPINION: The story of the Special Air Service (SAS), entertainingly told (with some creative licence) in the BBC SAS Rogue Heroes drama series, highlights the impact of embracing the unorthodox and encouraging innovative and analytical ideals when traditional approaches are not succeeding; Jonathan Jackson, Associate Professor of Policing and Investigation at Leeds Trinity University, believes policing in the UK would do well to learn from those approaches in tackling some of the current complex challenges.

FEATURE: More than 140 potential chief officers in England and Wales have now passed through the College of Policing’s Executive Leaders Programme, the replacement for the Strategic Command Course, where activities include placements at non-policing organisations; the reformed process has seen a rise in women taking the course, but is far from hitting one of its main aims, as Ian Weinfass reports.

OPINION: Police forces and departments across the United States and around the world are facing staffing challenges as well as a “rapidly shifting ecosystem of expectations, resources, and alternatives”, warns public safety consultant Tim Kucerovy; he argues that applying Porter’s Five Forces – a recognized tool for understanding the dynamics shaping an industry – to diagnose the external pressures facing law enforcement can help agencies to meet and overcome those challenges.

ANALYSIS: Retention in policing organisations is a challenge for agencies in many countries, and is often closely associated with employees’ intrinsic motivation and need fulfilment, which in turn are influenced by leaders; Naomi Davis-Crane, a Senior Lecturer at Liverpool John Moores University specialising in police leadership, puts forward an alternative model – the SERVANT approach – which employs a values-based approach to address some of the existing challenges.

INNOVATION: An updated National Policing Digital Strategy for forces across the UK has called for greater government investment in new policing technology, a commitment from forces to modernise “local ways of working” and follow the blueprints set out nationally, and a push for “capturing, cleaning, managing, using, and sharing data at all levels” if the service is to grasp the “once-in-a generation opportunity to deliver significant, tangible change” offered by technology advances, as Policing Insight’s Sarah Gibbons reports.

OPINION: The wellbeing of police officers and staff has become increasingly important for policing organisations; but Graham Goulden, a former officer with a 30-year career and now a strong advocate for safe and supportive workplaces, believes the policing approach to wellbeing needs a major rethink, with leaders, supervisors, and officers and staff all having vital roles to play in building a truly supportive workplace culture.

INTERVIEW: Policing Insight's Sarah Gibbons spoke to Polly Harrar – founder of the Sharan Project, Chair of the London Harmful Practices Group led by the Metropolitan Police, violence against women and girls (VAWG) advocate, and women in leadership trainer – about the need to improve the systems in place for tackling VAWG, the dangers of weighing cultural considerations in the fight against sexual crimes and child abuse, and the importance of training for women leaders.

OPINION: Having played a key role in delivering the New Met for London cultural reform programme for the UK’s largest police force, Public Safety Tech Consultant Michael Calderaro-Tracey shares some insights into the importance of psychological safety, the dangers of trying to make a broken system work, and the need for continuous commitment to transformation in an environment where change is essential rather than optional.

FEATURE: A review of public order policing in Ireland published by the Garda Síochána Policing Authority (now the Policing and Community Safety Authority) has highlighted a shortage of officers and training, outdated policies, the need for more support for the frontline from managers, and inconsistency and lack of understanding among senior operational ranks about the role of public order policing, as key concerns that need to be addressed, as Policing Insight’s Sarah Gibbons reports.

INTERVIEW: Ahead of International Women’s Day, International Association of Women Police (IAWP) President Julia Jaeger spoke to Policing Insight’s Sarah Gibbons about the continuing problems of misogyny and discrimination in the workplace, the need to revisit the gender agenda, and the work that will be going on at the IAWP annual conference later this year to advance gender equality.
