OPINION: As the Data (Use and Access) Bill makes its way through the UK Parliament, Canterbury Christ Church University Senior Lecturer in Policing, Dr David Lydon, looks at the potential implications of the new legislation on the use of automated decision-making in policing, and the opportunities and challenges it could present for police forces as well as the need to ensure safeguards for the public.

ANALYSIS: This year’s high-profile National Crime Agency takedown of the LockBit ransomware group, and the subsequent Endgame global cybercrime operation, was hailed as an example of successful law enforcement international collaboration; but IÉSEG School of Management professors Christine Abdalla Mikhaeil, Carin Venter and Jennifer Ziegelmayer warn that with many new players stepping into the ransomware market – and LockBit’s revival – greater international collaboration will be needed in the future.

CHRISTMAS MESSAGE: As most of us prepare to put our feet up for a fortnight to celebrate the festive period – and many police officers and staff get ready for some of their busiest nights of the year – Policing Insight Editor Keith Potter wonders why the Christmas wish of health and happiness in personal lives can’t also apply to the role of police officers and staff.

ANALYSIS: Fraud accounts for a huge proportion of crime in the UK as well as other countries, with romance fraud particularly prevalent – and having significant impacts on victims over and above financial losses; Aston University Senior Lecturer Dr Rasha Kassem, an expert in fraud, explores the methods of those perpetrating romance frauds, the impacts on victims, and what police officers can do to combat the crime as well as provide support and reassurance.

OPINION: In response to the call for a new national Police Agency as set out in the recent ‘Fit for the Future’ paper published jointly by the Police Foundation and Leapwise Advisory, Canterbury Christ Church University Senior Lecturer in Policing, Dr David Lydon, suggests that, rather than pushing for greater centralisation, the cornerstone for effective police reform should be agility, inclusivity, and technological innovation.

OPINION: Former Police Scotland superintendent Martin Gallagher, now an author, journalist and terrorism expert, fears that causes on the left or politics maybe conflating – with supporters potentially moving from political agitation to political violence, in echoes of the 1970s – at a time when policing finds itself potentially blind to the threat, and adopting a position that many of the public view as radical.

OPINION: A new report from the five nations of the Five Eyes intelligence community highlights the increasing rates of online youth radicalisation, a threat borne out by the involvement of young people in every counter-terrorism case investigated this year by the Australian Federal Police; Greg Barton, Professor of Global Islamic Politics at the Alfred Deakin Institute, argues that while Australia already has good systems in place, the report offers valuable advice for parents, teachers, and any other agencies working with children and young people.

OPINION: Last month saw the jailing of Finlay Macdonald, who murdered his brother-in-law and attempted to kill three other people during a violent stabbing and shooting spree on the Isle of Skye and on the Scottish mainland; Michael Greville, a workplace violence reduction consultant who had a 30-year policing career, believes the case highlights the need for a review of Police Scotland’s armed response capabilities to ensure the safety of the public and officers, particularly in remote communities.

INTERVIEW: Having joined Peel Regional Police five years ago, Chief Nishan Duraiappah soon recognised the challenges facing the force, and set about implementing a change programme to create “the most progressive, innovative and inclusive service in the galaxy” – one which needed needs “to look and feel like it has a start-up mentality”, as he explained to Policing Insight’s Sarah Gibbons.

OPINION: The recent review of the Australian Central Intelligence Commission has led to a change of role for the agency, with a focus on intelligence aimed at combating serious and organised crime, rather than traditional law enforcement and investigation; but Dr John Coyne and Liam Auliciems of the Australian Strategic Policy Institute (ASPI) warn that for the reorientation to succeed, challenges around operational responsibilities, resources, and ensuring intelligence is actionable will need to be addressed.

FEATURE: The under-reporting of disability hate crime (DHC) is widely acknowledged, and a DHC training package for police and the wider criminal justice sector has been developed by support organisation Dimensions, working with Nottingham Trent University (NTU); an evaluation of the training by NTU’s Associate Professor Dr Irene Zempi, Professor Loretta Trickett, and Professional Policing Course Leader Martin Tangen, highlights the positive impact of the package, as well as the importance of training being informed by lived experiences.

INNOVATION: The use of out-of-court resolutions (OoCRs) by police forces in England and Wales is inconsistent, but some forces have recorded significant reductions in investigation times and improvements in outcomes; with costs sometimes viewed as a problem, police and technology advisor Paul Kennedy, and Josh Hartlage, founder of tech company AdventFS, explore the ‘offender pays’ OoCR model which could offer a viable solution.

INNOVATION: There is much debate about the increasing use of artificial intelligence (AI) in surveillance (both in policing and other sectors), and the public’s response to that deployment; researcher, lecturer, and Sheffield Hallam University PhD candidate Yasmine Ezzeddine argues that latest research suggests the public are already adapting to the growing use of AI – and rather than saying “no”, are urging for “not so fast”.

ANALYSIS: New research from the University of Calgary shows that three-quarters of men charged with domestic violence (DV) have already interacted with police at least once, with two thirds showing a clear trajectory of increasing police interactions in the lead up to their DV charge; Associate Professor Lana Wells believes this data around perpetrators offers an opportunity to intervene early and prevent the escalation of violence.

OPINION: To coincide with the launch of a discussion paper on a stronger national centre for policing in England and Wales – jointly published by the Police Foundation and consultants Leapwise – Foundation Director Rick Muir and Leapwise Managing Director Tom Gash set out their arguments for a new national policing agency and a reformed approach to national decision-making.

OPINION: The latest figures for gun crime in parts of Canada make for worrying reading, with shootings in Toronto increasing by 58% on last year, and the average age of those involved dropping to 20; Professor Ardavan Eizadirad of Wilfrid Laurier University argues that the best way to tackle the issue is through a data-driven public health approach that addresses the root causes of violence using evidence-based interventions.

OPINION: With public trust and confidence in policing reportedly at record low levels, University of the West of England Criminology Lecturer Finley MacDonald, and University of Hull Policing Degree Programme Director Mike McKue, explore the often overlooked changes and developments in police training which could help to address trust and confidence challenges.

INNOVATION: Immersive technologies such as virtual and augmented reality are increasingly important in society, as well as transforming how police forces train, adapt, and respond to challenges; Wrexham University Professional Policing Lecturer Darren Jacks – a former police officer with 30 years of experience – believes higher education institutions have a vital role to play in partnering with police to leverage the maximum benefits from these new technologies.

OPINION: The Australian Federal Police’s recent Operation Kraken targeted organised criminals who were using the Ghost encrypted app, and among those arrested was a senior syndicate member believed to have run a disinformation campaign; Dr John Coyne and Liam Auliciems of the Australian Strategic Policy Institute (ASPI) warn that, with the demand for disinformation activities growing, the threat posed by fee-for-service organised criminals needs to be addressed.

FEATURE: Author, journalist and former Police Scotland superintendent Martin Gallagher explores the links between organised crime, terrorism and state-sponsored violence – from Indian-backed assassination attempts on Canadian soil, to firebombs in UK and European warehouses, and the efforts of Irish crime groups and Northern Irish paramilitaries to cultivate links with Russia and Iran.
