LONG READ: The response to those in mental health crisis has been a major concern for many in policing, with the growing view that uniformed officers are not the most appropriate to deploy to many mental health-related calls; as UK policing continues to adopt the Right Care, Right Person approach, Policing Insight’s Sarah Gibbons takes a closer look at efforts by police forces in Australia and New Zealand to address the challenge.

OPINION: Police in Scotland were among the frontrunners on officer safety training and de-escalation techniques, prompted in part by the tragic on-duty murder of PC Lewis Fulton almost 30 years ago; but Michael Greville, a former long-serving officer who played a key role in developing the officer training programme, believes Police Scotland needs to address a significant gap between training and operational application that leaves officers and the public at risk.

FEATURE: A new report by HM Inspectorate of Constabulary in Scotland has found that low levels of resources are significantly affecting absence levels, work-related stress and job satisfaction for those on the frontline, with little recognition from the force or its leaders about the detrimental effect these shortages coupled with poor facilities are having on officers and staff, as Policing Insight’s Sarah Gibbons reports.  

FEATURE: A recent report by the UK’s cross-party Home Affairs Committee has warned that policing the continuing Israel-Gaza protest is pulling resources away from areas such as neighbourhood and response policing and is damaging officer wellbeing, with MPs urging the Government to take steps to address the issues of both police resourcing and hate crime, as Policing Insight’s Sarah Gibbons reports.

OPINION: After more than 30 years in policing, David Marshall, now a criminology lecturer and author, argues that for policing to more effectively meet the challenges it currently faces, it must concentrate on the issues that are priorities to the public – such as detecting and preventing crime, and responding to emergencies – rather than on internally focused diversity, equity and inclusion campaigns.

INTERVIEW: Channel 4’s To Catch a Copper series revealed shocking incidents of misconduct in Avon and Somerset Police; in a two-part interview with Policing Insight’s James Sweetland, Chief Constable Sarah Crew talks about why she let the cameras in, footage of misconduct by officers that left her feeling “horrified” and “exhausted”, and her views about institutional racism.

ANALYSIS: Police officers in many jurisdictions are trained to be in a “state of heightened alert” when on patrol, both to detect and prevent crime, and for self-preservation; but Prof Jesse Cheng of DePaul University College of Law in Chicago argues that such an approach can lead officers into “addictive hypervigilance” behaviours which significantly increase the unwarranted use of force.

FEATURE: A new Home Office-funded project from the Canterbury Centre for Policing Research (CCPR) explores the experiences of those tackling violence against women and girls in Kent’s night-time economy; it finds that police feel “understaffed and stretched”, with concerns about the safety of ‘single-crewed’ officers at night and mixed relationships with essential local security staff, as Policing Insight’s James Sweetland reports.

OPINION: Retail staff have increasingly been subjected to violence and abuse, partly as a result of the growth in shoplifting, prompting calls from the industry and unions for a new offence of assaulting a shop worker; but Penelope Gibbs, Director of campaign group Transform Justice, warns that the a move would do nothing to reduce the number of attacks, suggesting that a better police response to such assaults and perpetrators dealt with out of court where possible would be much more effective.

FEATURE: University of Tasmania Professor of Criminology Rob White has warned that police officers are currently ill-equipped to deal with the demands of climate change and its associated crimes, and will face exhaustion and extended trauma unless operational approaches are significantly overhauled and more extensive collaborations with other agencies are introduced, as Policing Insight’s Sarah Gibbons reports.

FEATURE: Drowning in the UK accounts for more accidental fatalities annually than fire deaths in the home or cycling deaths on the road, and in many of these incidents the police are the first responders on scene; Policing Insight’s Andrew Staniforth looks at the UK’s Drowning Prevention Strategy, the police response, and the work of the RNLI and others in reducing deaths in and around water.

ANALYSIS: Shoplifting has become a focus for policing in the UK and around the world, amid claims that the retail sector is experiencing a theft epidemic fuelled by organised gangs, social media and a poor police response; Professor Graham Farrell of the University of Leeds and Professor Rachel Armitage of the University of Huddersfield explore the veracity of some of the key recent assertions made about shoplifting.

FEATURE: Project Pegasus, a new police team using organised crime gang intelligence and retail crime gang data, has been launched to target the “rampant rise” in shoplifting in the UK as part of the Government’s new Retail Crime Action Plan, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: New research funded by the N8 Police Research Partnership into the experiences of both victim-survivors of coercive and controlling behaviour (CCB) and frontline officers involved in such cases has found that while policing’s understanding and awareness of the manipulative tactics employed by CCB perpetrators has improved, stereotypical images of victims can still mean such behaviour goes undetected, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: While the term ‘shoplifting’ suggest images of someone pocketing a chocolate bar, current retail thefts by organised crime groups in the UK are often more akin to systematic looting, yet the vast majority of offences still go un reported; City, University of London Criminology Professor Dr Emmeline Taylor argues that although an under-funded police service and criminal justice system has exacerbated the problem, retailers themselves could take more steps to safeguard stock and staff.

FEATURE: Facing recruitment and retention challenges, Queensland Police Service has launched a new Special Constable scheme to attract those who have recently retired or resigned back into the force; and as Acting Inspector Howard Kemp explained to Policing Insight’s Sarah Gibbons, the scheme is also providing an incentive to older new recruits who know they won’t have to leave the Service completely at 60, but can return as a Special.

OPINION: The recent killing of London schoolgirl Elianne Andam, who died after being stabbed on a Croydon street while on her way to school, has once again prompted lengthy debate around knife crime; former police officer Oliver Laurence, who grew up in Croydon, shares his thoughts on what can be done to tackle the crisis – including listening to the views of those with first-hand experience of knife crime in their community, such as AJ Wright.

ANALYSIS: Deploying ‘mixed’ squads consisting of police officers and healthcare or social workers is an approach that has been used in responding to the homeless and those in mental health crises in a number of countries; but new Canadian research by Concordia University Professor Ted Rutland and Karl Beaulieu, Université du Québec à Montréal PhD researcher, suggest that in the case of ‘unhoused people’, far from improving the situation it’s an approach that is creating more harm.
