FEATURE: With the use of artificial intelligence (AI) expanding rapidly across society, police face increasing opportunities and challenges around its safe, ethical and reliable adoption and implementation; Caitlyn Kennedy, Policy & Research Officer for the Australia New Zealand Policing Advisory Agency (ANZPAA), outlines the context and key points behind the Agency’s recently launched Australia New Zealand Police Artificial Intelligence Principles.

ANALYSIS: The recent change of Prime Minister in Vanuatu comes after a period of political crisis during which China sent officers and equipment to strengthen the Pacific island’s police force; John Coyne, head of the Australian Strategic Policy Institute’s Northern Australia Strategic Policy Centre, believes its crucial that Australia and New Zealand return to working with others across the Pacific to support law enforcement in the islands, and prevent a slide into the undemocratic policing model favoured by Beijing.

OPINION: The recent directive from UK Home Secretary Suella Braverman calling for a review of police officers’ political activism is the latest salvo in a much wider conversation about so-called ‘woke’ policing; Policing Insight’s Graham Wettone, a former long-serving police officer, looks at the origins of the term ‘woke’, its relevance to policing, and how the service has been affected by increased politicisation.

OPINION: The idea of a ‘policing culture’ and how it can be improved is a concept that regularly features in research, reviews and the media; University of Derby Policing Lecturer Tom Andrews explores why policing culture – like any other – can be slow to change, and what individual officers can do to help bring about that change.

ANALYSIS: Recent reviews of the Metropolitan Police and the London Fire Brigade have described both organisations as ‘institutionally misogynist’; Professor Catherine Durose of the University of Liverpool, and University of Birmingham Professor Emerita Vivien Lowndes, explain how new research on proposals for forces to classify misogyny as a hate crime has highlighted that officers struggle to identify or empathise with female victims of crime, and with the emotional complexities of misogynistic offending.

OPINION: A series of high-profile cases involving bullying, harassment and sexual abuse have seen the Royal Canadian Mounted Police the focus of strong criticism; following the most recent case, Adler University Associate Professor Jason Walker believes it is time to abandon the Independent Centre for Harassment Resolution (ICHR) – the body set up to investigate such cases – in favour of more decisive action, both for the RCMP and law enforcement agencies around the world.

ANALYSIS: Defined as an offence committed by insiders (including employees and managers) who abuse their position for personal gain, policing – as with all organisations – suffers instances of insider fraud, but the impact of such crimes can be significant; recent UK research by Dr Rasha Kassem, Senior Lecturer at Aston University, highlights the wide variety of offences – ranging from the sale of data to sexual exploitation and commercial conflicts of interest – and suggests steps that the service can take to tackle the issue.

OPINION: With a combination of municipal, provincial and regional law enforcement, Canada’s policing environment is both complex and in need of national standards; in this first of two articles, Vernon White, former Chief of Police for Ottawa Police Service, and Joe Carlebach, former Cabinet Member for Adult Social Care and Health at Hammersmith and Fulham Council, argue that establishing a college of policing for Canada could help to create those standards while also professionalising the policing role.

OPINION: When former Police Scotland Superintendent Martin Gallagher attended a reunion dinner with the officers from the first shift he had led as a sergeant, it was an opportunity to look back at some of the experience and guidance he had passed on to those younger in service, and also to consider what principles, fundamentals and approaches were integral to being a successful skipper.

OPINION: Three years after the death of George Floyd, the latest report by the US Justice Department in to policing in Minneapolis features a raft of worrying findings, including discrimination against Black people and Native Americans, and routine use of excessive force; but Arizona State University Associate Professor Rashad Shabazz believes the report also demonstrates that rather than being an aberration, such misconduct is part of how policing was historically intended to be in the US.

OPINION: The Independent Centre for Harassment Resolution (ICHR) was set up in 2021 to investigate workplace violence and related misconduct in the RCMP, following a landmark lawsuit that led to a payout of more than $125 million; but University Canada West Associate Professor Dr Jason Walker believes the ICHR is failing in that mission – and that action is needed urgently to rectify the shortcomings, both for the sake of the organisation and the communities it serves.

ANALYSIS: A series of high-profile instances of police misconduct in recent years (including in the US, the UK, Germany and most recently France) are believed to have damaged trust in policing – but to what extent? Post-doctoral researcher Christof Nägel and Associate Professor Amy Nivette used the latest research techniques to examine how police misconduct impacted public trust, and whether the effect was the same across different communities.

OPINION: In a follow-up to an earlier 2019 study highlighting disproportionate police stops of Black, Indigenous and Arab people in Montreal, a report published in June suggests a new non-discriminatory policy has had little impact; Concordia University Associate Professor Ted Rutland believes the city is abdicating its role of overseeing the police on behalf of the population.

ANALYSIS: Delays in the police disciplinary process can risk undermining the legitimacy of policing as an institution, and erode public trust; Matthew Wood, a police constable with Toronto Police Service and part-time professor at the Seneca College School of Public Safety, looks at the importance of timeliness in addressing misconduct – highlighted in specific Canadian cases – and what can be done to improve the process.

FEATURE: Whenever a death or serious injury occurs following police contact in the UK, a post-incident management (PIM) process is instigated, but not all officers are aware of or understand what this entails; former Kent Police Sergeant Darren Moor, a PIM Manager during his own career, looks at the history of the approach, how PIM operates, and what officers need to know to be comfortable taking part in the process.

OPINION: At the Yoorrook Justice Commission in Victoria, Commissioner Shane Patton recently apologised to First Peoples for trauma caused by police and accepted there was a lack of accountability for misconduct; University of Melbourne Lecturer Sarah Schwartz, a Principal Lawyer at the Victorian Aboriginal Legal Service, believes it’s now time for the creation of a victim-centred, fully independent body to investigate police complaints, with the power to compel evidence, discipline officers and refer them for criminal prosecution.

FEATURE: With police forces in England and Wales facing challenges around building female representation in the service – particularly from seldom-heard communities – Sgt Mussa Meman and PC Nikki Nabi of Lancashire Police identified that the way the police fitness test was administered was leading to a disproportionate number of failures among female applicants, and created a new community focused approach that has significantly improved pass rates and helped to increase female representation within the force.

FEATURE: In his first State of Policing assessment report as HM Chief Inspector of Constabulary, Andy Cooke has warned that public trust and confidence in policing is “hanging by a thread”, with the service having a “limited window of opportunity” in which to act; he also called for change to start from the top, and for more powers for the Inspectorate to be able to direct forces to rectify problems, as Policing Insight’s Keith Potter reports.

OPINION: The continuing debate about institutional racism and policing remains under the spotlight following last month’s statement by Police Scotland Chief Constable Sir Iain Livingstone that the force is institutionally racist; but former Police Scotland Superintendent Martin Gallagher, now an Associate of the London Policing College, believes that the real problem lies with individuals rather than institutions – including a number of senior leaders.

OPINION: With British policing facing ongoing challenges around trust and confidence, as well as seemingly endless media scrutiny and criticism couple with frequent political attacks, the service is struggling to reconnect with the communities it is there to serve; David Marshall, a serving officer with more than 30 years’ experience who is also a part-time policing lecturer and PhD researcher, sets out the steps he believes policing needs to take to reset those connections and address the challenges.

FEATURE: The Casey Review highlighted issues of “institutional racism, misogyny and homophobia” in the Met, and sent a message to the service more widely about the need to address these and other issues; at a recent Birmingham City University online panel, current and former police officers joined academics to discuss the implications of the Review, with several emphasising the need to focus on the challenges rather than the terminology, as Keith Potter reports.

FEATURE: With the new Forensic Science Code of Practice coming into force later this year, policing has a chance to boost standards across its forensics functions; but as a panel at the recent Digital Forensic Forum argued, meeting these stringent requirements is only possible if policing leaders are willing to step up their interest in forensics and push for cultural change, reports Policing Insight’s James Sweetland.

OPINION: In January this year, four years after the suicide of Vancouver Police Constable Nicole Chan following her devastating experiences of bullying and harassment at work, a coroner’s inquest delivered 12 recommendations highlighting severe systemic issues within the Department; University Canada West Associate Professor Jason Walker argues that this latest example of the toxic side of cop culture and the ‘blue wall’ of silence is more evidence of the need for a lawmakers’ response to preventable violence at work.
