FEATURE: A new review by the Independent Advisory Panel on Deaths in Custody has called for closer partnerships between policing, health and other criminal justice agencies to address mental health issues and help to prevent deaths in custody as well as suicides after release from police custody, as Policing Insight Contributing Editor Sarah Gibbons reports.

ANALYSIS: Police adoption of live facial recognition (LFR) is a controversial topic, with the profound opportunities offered by this technology balanced out by considerable risks. A recent report from Cambridge University’s Minderoo Centre for Technology and Democracy presents a highly critical view of how the police use LFR. In this article, Policing Insight’s James Sweetland presents both sides of the story.

ANALYSIS: The emergency service response to disasters – whether manmade incidents such as terrorist attacks, or naturally occurring events including weather crises – has been under scrutiny in the UK and globally in recent years; Policing Insight’s Andrew Staniforth looks at a new European disaster analysis model that will be unveiled this week, which aims to increase learning and share best practice with a view to improving future responses.

ANALYSIS: The contentious nature of policing inevitably gives rise to some complaints, and how those complaints are handled has been an issue of concern for both the public and police in the UK; in this final article in a series reviewing the police complaints process, Dr Rob Heaton and Professor Stephen Tong consider their findings so far, and point to some ways forward that could help to achieve a fair, open and more effective mechanism for dealing with misconduct.

ANALYSIS: It’s little surprise that the contentious nature of policing will in some cases give rise to complaints, but the way those complaints are handled and resolved has been an issue of concern for both the public and police officers in the UK; in this second of three articles reviewing the police complaints process, Professor Stephen Tong and Dr Rob Heaton explore the nature and psychology of disputes, how similar conflict is resolved in other sectors, and why the assessment of how a complaint should be handled is so crucial.

ANALYSIS: With many police forces around the world facing workforce challenges such as recruitment, retention and attrition, demonstrating the nature of the problem to policymakers and budgets holders is not always straightforward; Policing Insight’s Michael Hardiman, a former economist with Victoria Police in Australia, looks at analytical tools such as Pen’s Parade and Bollinger Bands that can help workforce planning and support resourcing bids.

OPINION: A fatal crash involving a runaway freight train in British Columbia three years ago has raised awareness among the Canadian public of the unique investigative and jurisdictional powers bestowed on company-operated railway police; Professor Bruce Campbell of Canada’s York University believes it’s time this “antiquated relic” of private-sector policing was replaced with an independent public railway police regime similar to the British model.

FEATURE: Regaining public trust in policing, and equipping new recruits with the necessary skills and expertise as quickly as possible, were among the key challenges for UK police leaders identified by policing academic Professor Colin Rogers and Essex Chief Constable BJ Harrington during a leadership debate at the recent London Policing College International Conference, as Policing Insight’s Keith Potter reports.

OPINION: The changing nature of crime, the advances of new technology, and the debates around training and wellbeing are representative of just some of the contemporary challenges facing policing in England and Wales; Jonathan Jackson, Senior Teaching Fellow in Policing and Security at Birmingham City University, explores some of those key challenges, and what steps the service could be taking to address them.

FEATURE: Improving mental health and wellbeing for police, as well as the response to those in mental health crisis, is a key concern for law enforcement globally; Jacqueline Durand, Acting Director (Strategy) at the Australia New Zealand Policing Advisory Agency (ANZPAA), looks at what is being done in both countries to support officers, as well as efforts to respond collaboratively with paramedics and mental health to those community members in crisis.

OPINION: As UK policing once again faces criticism for its response to anti-monarchy protests – with officers accused of creating a ‘police state’ if they take action, and being ‘woke’ if they don’t – Senior Policing Lecturer Owen West, a former chief superintendent, argues that it’s time for policing leadership to fill the vacuum in the public debate by defending and promoting the values of the service, or risk a further loss of public trust and confidence.

OPINION: The National Youth Advocacy Service (NYAS) launched its Trouble with the Law campaign last year, pushing for police and crime commissioner (PCC) candidates, if elected, to directly involve care-experienced children in their police and crime plans; Tobiloba Osogbiye (NYAS Public Affairs and Engagement Officer) and Jennifer Downie (NYAS Policy and Research Assistant) believe PCCs’ efforts are playing a role in reducing the criminalisation rates of care-experienced children – but more could be done.

ANALYSIS: The growing evidence of the dangers facing communities across the globe prompted the UK Parliament to declare a climate emergency in 2019, but is policing prepared for this crisis? A new study by Dr David Lydon, Dr Katja Hallenberg and Violeta Kapageorgiadou of Canterbury Christ Church University suggests much more planning and briefing needs to done in relation to the future operating environment for policing, ethical dilemmas of policing a climate emergency, and developing thought leadership.
