INNOVATION: New Zealand’s Resilience to Organised Crime in Communities (ROCC) initiative – a community-based, multi-agency initiative in which NZ Police are taking a lead role – is combining enforcement against drugs and gangs while also working to provide pathways for youths to avoid being drawn into gang culture, building trust with the public, and supporting communities to make their own decisions, as NZ Police ROCC Manager John O’Keeffe explained to Policing Insight’s Sarah Gibbons.

ANALYSIS: Organised crime groups are defrauding consumers and retail businesses across the US of millions out of dollars through gift card fraud – a crime largely overlooked in many other countries, but which former Deputy Assistant Director for the US Department of Homeland Security Raul Aguilar believes will soon be affecting Australia, New Zealand and the UK, as he told Policing Insight’s Sarah Gibbons.

ANALYSIS: A new report assessing the impact of drug-related serious and organised crime in the Netherlands has highlighted concerns around poly-drug production and trafficking by gangs, the growing collaboration between criminal networks, and the increase in production of new psychoactive substances destined both for Dutch users and those in the UK wider Europe, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: Collaborative research by the University of Portsmouth and the National Police Chiefs’ Council (NPCC) Serious and Organised Crime (SOC) Portfolio has explored equality, diversity and inclusion (EDI) in SOC roles; the University’s Professor Sarah Charman, Dr Geoff Newiss, Dr Jemma Tyson and Dr Alejandra De La Fuente Vilar, and T/Det Chief Supt Paul Wells of the NPCC SOC portfolio, explain the findings and set out priorities to improve EDI.

OPINION: Europol’s recently published 2025 Serious and Organised Crime Threat Assessment (SOCTA) highlighted the evolving trends of SOC on the international stage; former South Wales Police detective Steve Dodd, a subject matter expert on intelligence professionalisation and advocate of the community intelligence-led policing methodology, argues that the SOCTA also reinforces the key role that frontline officers and the Neighbourhood Policing Pathway have to play in tackling that SOC threat.

OPINION: The discovery of a caravan full of explosives in Sydney had raised serious fears about potential terrorism, but after a series of raids this week the Australian Federal Police described this and 14 antisemitic attacks as a “con job” carried out by organised crime groups; Griffith University Associate Professor Dr Keiran Hardy looks at why – despite generating terror in the community – these incidents have not resulted in terrorism charges, and how lesser charges can still result in justice.

FEATURE: The ‘Clear, Hold, Build’ programme to tackle serious and organised crime (SOC) – implemented across almost all territorial police forces in England and Wales – is successfully driving down acquisitive crime and promoting partnership approaches that are ending silo working, according to a new evaluation report, although challenges still remain in some areas around community perceptions and long-term resilience, as Policing Insight’s Sarah Gibbons reports.

FEATURE: A report from the Tony Blair Institute for Global Change warns that UK’s current policing model is “fundamentally ill-suited” to tackling the huge threat of serious and organised crime, and urges the Government to establish a single UK-wide police force to lead on all crimes and threats that cross force boundaries, as Policing Insight’s Sarah Gibbons reports.

OPINION: The recent review of the Australian Central Intelligence Commission has led to a change of role for the agency, with a focus on intelligence aimed at combating serious and organised crime, rather than traditional law enforcement and investigation; but Dr John Coyne and Liam Auliciems of the Australian Strategic Policy Institute (ASPI) warn that for the reorientation to succeed, challenges around operational responsibilities, resources, and ensuring intelligence is actionable will need to be addressed.
