RESEARCH: A new landmark academic study presents a definitive assessment of the performance of multi-agency public protection arrangements (MAPPA), measures that monitor around 88,000 offenders in England and Wales; Dr Natalie Mann, who led the study, spoke to Policing Insight’s James Sweetland about the striking findings provided by the research, the professional messages it sends, and a personal motivation behind the work.

OPINION: A series of recent cases in New Zealand has seen offenders under the age of 25 given home detention despite being found guilty of sexual assault, on the basis that were too young to fully understand the consequences of what they were doing; University of Canterbury Associate Professor Debra Wilson believes these and other cases underline the need for the country’s Sentencing Act to be reformed.

OPINION: A recent Scottish court case that saw a 21-year-old given a non-custodial sentence for rape – largely in the hope of aiding his rehabilitation – has prompted much discussion about the age of criminal responsibility; former Police Scotland superintendent Martin Gallagher believes the criminal justice system needs to be reset to recognise that with rights come responsibilities, and that offender rehabilitation must be balanced with justice for victims and protection of the public.

OPINION: The recent Sentencing Council report highlighting the limited deterrence effect of harsher custodial sentences was described by some as a revelation; but Policing Lecturer Tom Andrews argues that diversionary programmes, as well as the possibility of being caught – rather than the potential severity of the punishment – have long been recognised as more effective approaches to preventing offending.

ANALYSIS: Covid fixed penalty notices were issued to BAME individuals in England and Wales at up to twice the rate as white individuals; now a new report has found that officer ‘discomfort and uncertainty’ of the regulations led to a focus on ‘blatant’ breaches, with fines more dependent on the circumstance of the breach and the how officers perceived an individual’s attitude and responses to them, than on the potential risk of harm, as Policing Insight’s Keith Potter reports.
