INTERVIEW: With terrorist and extremist groups looking increasingly to online platforms as a way to radicalise internet users – particularly young people – the European Commission’s Prevention of Radicalisation Unit is working hard to counter their activities; in this second in a two-part interview, Policing Insight’s Andrew Staniforth spoke to Unit Policy Officer Friederike Wegener about the EC’s efforts to tackle the online terror threat, the role and impact of legislation, and the challenges of the future.

OPINION: A new crime of ‘wage theft’ was established in New Zealand this month, but as the Act which introduced it was progressing through Parliament, it was clear MPs believed the police would be responsible for enforcing the legislation; Irene Nikoloudakis, PhD in Law Candidate at the University of Adelaide, believes that police are ill-equipped to investigate such offences, pointing instead to the Australian model of using the workplace regulator to undertake investigations and enforcement.

OPINION: The discovery of a caravan full of explosives in Sydney had raised serious fears about potential terrorism, but after a series of raids this week the Australian Federal Police described this and 14 antisemitic attacks as a “con job” carried out by organised crime groups; Griffith University Associate Professor Dr Keiran Hardy looks at why – despite generating terror in the community – these incidents have not resulted in terrorism charges, and how lesser charges can still result in justice.

ANALYSIS: Sexual Risk Orders (SROs) can help to reduce sexual harm by offenders by more than 80%, but a lack understanding about their effectiveness and how they can and should be used has led to an inconsistent approach from forces across England and Wales; new research by Metropolitan Police Detective Chief Inspector Dan Whitten highlights the potential benefits of greater use of SROs in tackling sexual violence against women and girls, and the steps forces can take to maximise those benefits.

OPINION: The trial and sentencing of Axel Rudakubana for the fatal stabbing of three young girls in Southport in 2024 has once again ignited a debate about what constitutes terrorism in the UK; Dr Alan Greene, Reader in Constitutional Law and Human Rights at the University of Birmingham, argues that widening the already broad legal definition of terrorism would confuse the law and increase the existing heavy reliance on the discretion of the police, courts and government as to which incidents are deemed terrorist in nature.

FEATURE: A new study by the Australian Institute of Criminology exploring the views of victim/survivors of coercive control finds that the overwhelming majority back calls for such actions and manipulation to be criminalised to enable earlier and more effective interventions by police and others in the criminal justice system, despite acknowledging fears over disproportionality, as Policing Insight’s Sarah Gibbons reports.

FEATURE: The EU’s Terrorist Content Online Regulation came into effect in June 2022, and included a requirement for media platforms and host service providers (HSPs) to take down terrorist content within an hour of receiving a removal order from a ‘competent authority’; but a new report suggests that a lack of technical expertise and awareness leaves many smaller HSPs struggling to comply with the Regulation, as Policing Insight’s Andrew Staniforth explains.

OPINION: Several commissions have advocated for the devolution of policing and justice to Wales, but the move doesn’t currently feature in the Labour Government’s plans; Bangor University Law Lecturer Stephen Clear, and Chaynee Hodgetts, a Barrister and Honorary Lecturer at Queen Mary University of London, argue that despite the challenges, starting the process of devolution represents an opportunity for the Government to bring about meaningful change.

OPINION: A series of recent high-profile stabbing incidents in Australia has prompted increased concerns from communities and calls for politicians to act against knife crime; but Macquarie University lecturers Dr Vince Hurley and Dr Alex Simpson argue that, despite public fears, when it comes to knife crime Australia compares favourably with countries such as the UK and Canada.

OPINION: Although Australia is taking a prominent role in protecting those under the age of 16 from the dangers of social media, the debate around the criminal age of responsibility has seen some states push for those 10 and over to be punished for their crimes; Australian Strategic Policy Institute Fellow Anna Alexander argues this inconsistency around age and vulnerability highlights contradictions in the country’s policies, and that a whole-of-government approach is essential to protect at-risk youth.
