ANALYSIS: Many ex-prisoners end up in the vicious cycle of homelessness, reoffending and reincarceration; but new research by academics from the University of New South Wales in Sydney, the University of Tasmania and Melbourne’s RMIT University indicates that providing public housing for those released from prison could cut crime and reduce criminal justice costs.

OPINION: With the latest survey of police superintendents in England and Wales as well as Northern Ireland revealing record levels of low morale – and fewer than four in 10 officers prepared to recommend joining the police service to others – Police Superintendents’ Association President Paul Fotheringham has called for a “determination to value and care for our people” that matches efforts to repair policing’s relationship with the public.

INTERVIEW: New Zealand Police Senior Sergeant Steve Harwood has led disaster victim identification (DVI) teams in the wake of some of the world’s largest mass casualty events; and while officers and staff are driven by the desire to reunite grieving relatives with the remains of their loved ones, the mental and physical wellbeing of those teams must also be a priority, as he explained to Policing Insight Deputy Editor Sarah Gibbons.

ANALYSIS: Acknowledged as a potentially influential document in shaping UK law enforcement for the future, the Police Foundation’s recently published final report on the Strategic Review of Policing also recommended major changes in tackling organised crime (OC) going forwards; Policing Insight’s Chris Allen considers some of the report’s key points on OC.

OPINION: With the information war increasingly taking place on digital platforms, and cheaper technology making covert surveillance more available, some argue that the importance of human intelligence (HUMINT) sources in law enforcement appears to be diminishing; but Policing Insight’s Andrew Staniforth believes HUMINT still has an essential role to play in meeting strategic intelligence requirements.

OPINION: Recent reforms to the police complaints and discipline system in England and Wales have emphasised lesson-learning rather than discipline; University of Bristol Law Lecturer Dr Claire Torrible argues that as a result of the changes, police professional standards departments now have greater autonomy but less accountability.
