ANALYSIS: In this first in a series of five articles looking at the big debates in police use of facial recognition (FR) – extracted from this year’s ‘Facing the future: The rise of facial recognition in policing’ report – Policing Insight spoke to senior officers and police leaders to understand exactly how FR is a useful tool in policing’s arsenal, and why it is often described as making a significant difference to public safety.

OPINION: The recent HM Inspectorate of Constabulary and Fire & Rescue Services report into the Metropolitan Police Service made difficult reading, with the force graded as less than adequate in seven out of eight performance areas; author and former Met Chief Superintendent John Sutherland believes that for the force to recover, there needs to be greater understanding and acknowledgement of the reasons behind the current crisis.

FEATURE: A recent report by the UK’s cross-party Home Affairs Committee has warned that policing the continuing Israel-Gaza protest is pulling resources away from areas such as neighbourhood and response policing and is damaging officer wellbeing, with MPs urging the Government to take steps to address the issues of both police resourcing and hate crime, as Policing Insight’s Sarah Gibbons reports.

INTERVIEW: In the second half of an exclusive two-part interview with Policing Insight’s James Sweetland, Temporary Assistant Commissioner Nik Adams – the City of London Police lead for fraud and cybercrime – explored the policing response to offences which now constitute nearly 50% of all crime in England and Wales, including the launch of the Government’s National Fraud Strategy and a £150million overhaul of Action Fraud.

ANALYSIS: In the wake of recent corruption and misconduct scandals in UK policing, the issue of vetting failures has been highlighted as an enabler for bad actors entering and remaining in the police service; but as Policing Insight’s Ian Wiggett reports, while more resources and new approaches to risk can partly alleviate the problem, a much wider review of recruitment, training and standards is required.

Police Foundation Director Rick Muir explores the key issues for policing in the year ahead, including recruitment and retention, reviews and reform, and the potential impact of politics and new legislation.

FEATURE: Another new report into stop and search has called for major reform and the launch of a taskforce on the topic; Policing Insight’s Graham Wettone looks at the findings of the report, the context and application of existing powers, and how – in the absence of any viable alternative – police and communities could help to ensure that stop and search is used effectively to detect and prevent crime and increase community safety.

OPINION: The UK Government’s first year report into Operation Soteria highlights victim blaming and a lack of specialist knowledge among officers investigating rape, many of whom are over-worked, traumatised and inexperienced; Chief Constable Sarah Crew, the National Police Chiefs’ Council Lead for Adult Sexual Offences, believes that while the report makes difficult reading, it also offers the ‘best opportunity in a generation’ to improve the investigation and prosecution of rape.

ANALYSIS: Police adoption of live facial recognition (LFR) is a controversial topic, with the profound opportunities offered by this technology balanced out by considerable risks. A recent report from Cambridge University’s Minderoo Centre for Technology and Democracy presents a highly critical view of how the police use LFR. In this article, Policing Insight’s James Sweetland presents both sides of the story.

ANALYSIS: The contentious nature of policing inevitably gives rise to some complaints, and how those complaints are handled has been an issue of concern for both the public and police in the UK; in this final article in a series reviewing the police complaints process, Dr Rob Heaton and Professor Stephen Tong consider their findings so far, and point to some ways forward that could help to achieve a fair, open and more effective mechanism for dealing with misconduct.

FEATURE: Deputy Chief Constable Maggie Blyth, the National Police Chiefs’ Council lead on violence against women and girls (VAWG), has warned that long-lasting change can’t be achieved by police alone and will take more than a decade; in an interview with PolicingTV she also highlighted the ‘difficult conversations’ that police leaders need to have around inappropriate behaviour, and the potential of Operation Soteria to improve the rate of rape convictions, as Keith Potter reports.

OPINION: Among the many reasons given for the ‘unacceptable’ levels of police detections of acquisitive crime in England and Wales, effective investigative technology (or the lack of it) has a key part to play; Iain Donnelly, a former digital investigations and intelligence force lead and now advisor to technology companies working with policing, believes a lack of understanding among senior leaders, a default of dealing with large corporates, and the overfocus on digital forensics are among the key issues.

OPINION: Recent reforms to the police complaints and discipline system in England and Wales have emphasised lesson-learning rather than discipline; University of Bristol Law Lecturer Dr Claire Torrible argues that as a result of the changes, police professional standards departments now have greater autonomy but less accountability.

FEATURE: A report by a cross-party committee of UK MPs into the police complaints system has called for a change in culture to improve co-operation with the Independent Office for Police Conduct, as well as an expanded role for police and crime commissioners, as Policing Insight’s Keith Potter reports.
