END OF YEAR REVIEW: For many, 2021 – like 2020 before it – was a year to forget, as Covid combined with other challenges to leave policing on the back foot; but behind the headlines there were some real achievements, so let’s take the positives – for policing and Policing Insight – into 2022, and see if we can rewrite some of that negative narrative.

FEATURE: This month a trial began in Belgium of 23 people accused of involvement in the human smuggling ring that led to the deaths of 39 Vietnamese migrants in a lorry in the UK in 2019; with such high-profile cases making modern slavery an ever-more visible crime – and the subject of significant government funding – Policing Insight’s Chris Allen takes a closer look at how law enforcement is tackling the issue.

ANALYSIS: The rapid advancement of new technology is creating a range of potential uses and applications in law enforcement settings, as well as mounting public and community concern around the ethical use of tech; in this article Inspector Carla Gilmore, Manager - Emergent Technologies for New Zealand Police, explains how the force is creating new policies and frameworks to ensure emerging technology is used safely and responsibly.

FEATURE: Europol’s latest terrorism trends report has highlighted the success of far-right extremists in exploiting the isolation and increased internet use driven by the pandemic to spread right-wing ideologies and propaganda; Policing Insight’s Andrew Staniforth looks at the nature of the online far-right terrorism threat, and how COVID-19 has created a breeding ground for extremism.

ANALYSIS: Despite increasingly sophisticated security measures, vehicle theft in the UK is back on the rise – much of it involving cars stolen by international organised crime groups; West Midlands PC Andrew Lavanchy looks at the scale and changing nature of vehicle theft, and what steps policing could take to combat the car thieves.

ANALYSIS: As the Police Foundation prepares to report next month on Phase Two of the Strategic Review of Policing in England and Wales, Research Director Andy Higgins looks back at the turbulent events of 2021 – from Covid to Clapham Common and accusations of institutional corruption – and considers what impact they may have on policing legitimacy moving forwards.

OPINION: The Government’s recent public consultation on a new National Resilience Strategy sought views and submissions from a wide range of agencies and organisations, with leading international blue-light computer-aided dispatch (CAD) systems provider Hexagon among those contributing to the process; Ian Holmes of the company’s Public Safety team picks out some of the key themes from their submission.

POLICING FRIENDSHIP TOUR: Improving the ability of police IT software and systems to “talk to each other”, enhancing the recruitment process, and creating a “citizen-centric approach” to public contact were among the issues discussed by Simon Bradford, Salesforce’s Regional Vice-President for Public Sector UK, when he joined Policing Insight Publisher Bernard Rix on a recent leg of the Policing Friendship Walking Tour.

INTERVIEW: When the citizens of Queen Creek, Arizona voted in favour of establishing a new police department, experienced Chief of Police Randy Brice was given the job of creating the organisation; he spoke to Policing Insight’s Christine Townsend about the challenges of recruiting during Covid, to a tight deadline, while ensuring the town’s community has a strong voice in the mission, values and vision of its new PD.

OPINION: Although calls for police reform have reduced since the jailing of Derek Chauvin for the murder of George Floyd, the issues that prompted those calls have not gone away; but Associate Professor Angela Workman-Stark of Athabasca University believes that creating alternative sustainable development goals and metrics for policing – rather than defunding agencies – could achieve the desired change.

POLICING FRIENDSHIP TOUR: With carbon footprints and sustainability high on the agenda for law enforcement agencies, Jersey Police Chief Officer Robin Smith believes the Crown Dependency force could be the first in the UK to run a fully electric fleet, as he explained to Policing Insight Publisher Bernard Rix on a recent leg of the Policing Friendship Walking Tour.

UCL COVID-19 SERIES: Contactless card payment limits increased in the UK to £100 in October, seemingly largely in an effort to increase consumer spending and help stimulate economic recovery; but in this latest article from the UCL COVID-19 series, Professor Graham Farrell (University of Leeds) and Professor Nick Tilley (UCL) argue that a Tap-and-PIN approach would help to prevent crime, and potentially deter a large cohort of young offenders from becoming career criminals.

FEATURE: The latest report from the Canadian Centre for Cyber Security has highlighted the need for ‘co-ordinated international action’ to tackle cybercriminals’ aggressive use of ransomware – often with the backing of state actors – that has ‘devastating’ and ‘profound’ effects, as Policing Insight Editor Keith Potter reports.

FEATURE: San Diego Police Department regularly held 170 community meetings every month to encourage public engagement, but when the pandemic arrived, citizen contact moved from face-to-face to online; now the force is hoping a new web-based survey approach will increase public reach and ensure the department’s policing priorities reflect those of the community, as Policing Insight’s Christine Townsend reports.

ANALYSIS: Despite the introduction of a pandemic charging protocol in the UK, the police use of out-of-court disposals and diversion measures changed little during or after lockdown; but as well as improving reoffending outcomes, the increased use of these approaches could be crucial in cutting the significant and problematic Crown Court backlog, argues Transform Justice Director Penelope Gibbs.

LONG READ: The death of George Floyd shone the spotlight strongly on police use of force, but many police services and departments had already recognised concerns and were attempting to address the issue; however, the lack of data on the effectiveness of training in areas such as de-escalation have left it difficult to identify what works and why, as Policing Insight Contributing Editor Tina Orr-Munro reports.

FEATURE: With the latest figures for assaults on police in the UK showing a 20% increase on the previous year, the effects of violence on officers – and how they are supported – are key concerns; Operation Hampshire, the initiative to improve the service’s response to officer assaults, was the subject of a recent @WeCops Twitter Chat, summarised here by the scheme’s National Co-ordinator, Chief Inspector Dave Brewster, one of the hosts of the debate.

FEATURE: Tackling violence against women and girls (VAWG) has been a constant topic for debate in the UK in recent months, but it’s also a global concern; to mark the International Day for the Elimination of Violence Against Women, Associate Professor Dr Sarah Jane Fox of Staffordshire University’s Institute of Policing looks at the worldwide ‘16 days of activity’ campaign to target VAWG and reduce gender inequality.

ANALYSIS: The latest in a series of reports on cocaine by the United Nations Office on Drugs and Crime has highlighted the various methods of drug production, and how a greater knowledge of the chemical processes required to manufacture street-level cocaine and its derivatives could help governments and law enforcement to tackle the global trade, as Policing Insight’s Chris Allen reports.

OPINION: In the latest in his series of regular articles intended to generate discussion and awareness of what it is like to live with a range of conditions that fall under the banner of ‘disabilities’, Superintendent Simon Nelson, President of the Disabled Police Association, urges leaders and colleagues to celebrate Disabled History Month by offering support and respect to those managing disabling conditions, whether hidden or otherwise.

ANALYSIS: Last month the Australian Border Force and Australian Federal Police seized 450kgs of heroin from a shipping container in Melbourne; but the huge seizure should be seen as a sign that the approach focused on policing and criminal justice is not working, as well as an indication of the scale of the challenge facing the country’s fight against narcotics, explains Australian Strategic Policy Institute (ASPI) analyst Dr Teagan Westendorf.

OPINION: While policing in the UK has made steps towards improving gender inclusion, the primary carer role often taken on by women means many are forced to sacrifice their careers because of a lack of flexibility in the workplace; Devon and Cornwall Police Chief Superintendent Jim Gale believes a more sensible approach to part-time and hybrid working and increased opportunities for job sharing could help the service improve female inclusion at all ranks.

FEATURE: Pandemic lockdowns and remote working have fuelled a significant growth in cyber crime, according to Europol’s latest Internet Organised Crime Threat Assessment, with fraud and grooming – including the distribution of explicit self-generated material – presenting major challenges for investigators; Policing Insight Deputy Editor Sarah Gibbons looks at the key threats highlighted in the report, and what steps policing can take to mitigate them.
