The initiatives designed to respond to the challenges police forces face often require major transformational change and new and innovative ways of working. These programmes often bring with them significant restructuring and cultural change, requiring sophisticated measures to understand and measure the anticipated benefits. This means the need for effective governance and governance structures is crucial. But emerging partnership arrangements and untested governance frameworks also require accountability methods to change rapidly to keep up with progress and remain effective going forward.
