Stuff (New Zealand) 9/9/2025 News Norwegian police officers withholding fire in armed confrontations: a tale of situational awareness Situational awareness in police armed confrontations is crucial for decision-making and for the safety of all parties involved. This study is the first to examine how Norwegian police emergency response officers achieve situational awareness in armed confrontations in which they could apparently have lawfully discharged their firearms against the subject but refrained from doing so. Data stems from 30 in-depth interviews with police officers with this experience. Findings show that frontline officers commonly receive limited, occasionally invalid, deployment information. When finding themselves in an armed confrontation, to a high degree, officers direct their attention to the subject they encounter, and they are frequently capable of perceiving detailed elements. A key finding is the highly unpredictable and diverse subject behaviour in armed confrontations. Thus, police officers’ projections of what a subject might do next in such potentially life-threatening situations must be regarded as highly uncertain.
