Police Foundation Director Rick Muir believes that the potential for citizen volunteering in police and public safety has been neglected for too long, and points to the success of volunteering approaches in a number of other countries including the US and Japan as an indication that placing citizen participation as central to policy discussions could help to solve some of the big challenges UK policing faces.
