Altruistic up-tariffing? The pitfalls of more rehabilitative police cautions

Out-of-court disposals with conditions encouraging rehabilitation and reparation are set to be used more widely from 2023; but Fionnuala Ratcliffe, Research and Policy Lead for Transform Justice, warns that without stronger, clearer guidance, the greater use of conditional cautions could lead to more rather than fewer people being drawn into the criminal justice system.
