Lord Toby Harris has chaired the All-Party Parliamentary Group on Policing since 2005. He was the first Chair of the Metropolitan Police Authority from 2000 to 2004 and then acted as the Home Secretary’s representative overseeing police counter-terrorism and security work until 2012. He chairs National Trading Standards which delivers consumer protection enforcement regionally and nationally. He has just led an inquiry for the Ministry of Justice on prison deaths, which will be the most substantial independent review of penal policy for thirty years. Professionally, he provides consultancy and advice to a range of major companies.
