David attended Tudor Grange Grammar School, Solihull and later qualified as a teacher of mathematics from St Peter's C of E College, Saltley, Birmingham. Also, he has a degree in Social Science and Management from the Open University. He taught in schools across the Midlands before moving to Plymouth as a Vice Principal of a large community college. David served as an MP from 1992 to 2005. From 1997 to 2005 David was a Government Minister. David is vastly experienced in issues relating to community safety and policing from his roles as an MP, local Councillor in Solihull and as a former member of the West Midlands Police & Crime Panel. As a Transport Minister David worked closely with the Police on road safety issues, was instrumental in giving Police the powers to seize un-insured vehicles and making it illegal to drive whilst using a handheld mobile phone. As the Police and Crime Commissioner for the West Midlands since August 2014, he has put the needs victims at the heart of his strategy.
