INNOVATION: An artificial intelligence (AI) model is currently being developed by Cheshire Constabulary in conjunction with two universities to spot stalking behaviour and identify offending patterns earlier in investigations; Detective Chief Inspector Danielle Knox explained to Policing Insight’s Sarah Gibbons how the new technology will be used, the training process for the AI algorithm, and the potential opportunities to expand its use into other threatening behaviour offences related to violence against women and girls.

OPINION: Blended or hybrid radical ideologies that comprise seemingly separate beliefs are increasingly impacting younger audiences, and providing motivation for violent extremism; with misogynistic and anti-feminist views often overlapping these ideologies, Astrid Young, research intern at the Australian Strategic Policy Institute, warns that Australia needs a targeted policy response to deter young people from extremism.

ANALYSIS: Operation Soteria has been described as a ‘game changer’ for the police investigation of rape and serious sexual offences (RASSO) in England and Wales, with the development of a new national operating model (NOM) for RASSO one of the key outcomes; in this article Professor Bernard Burnes, Dr Linda Cooper, and Dr Clare Rawdin – members of the change team for ‘Pillar 4’ (learning development and officer wellbeing) of Op Soteria – share some of the findings and insights from their work on the project.

ANALYSIS: Last week saw the publication of the landscape review on the police response to online and technology-enabled VAWG in England and Wales, undertaken by the Centre for Protecting Women Online; independent policing and technology expert Giles Herdale, one of the three co-authors of the review, explains the key questions the work addressed, its findings, and what they mean for policing and the Government’s commitment to halve violence against women and girls over the next 10 years.

ANALYSIS: When it comes to research and services for victims of adolescent domestic abuse (ADA), those aged under 16 are often overlooked by policies that focus on the adult domestic abuse (DA) agenda; Gloucestershire Deputy Chief Constable Katy Barrow-Grint and City St George’s, University of London Senior Researcher Dr Ruth Weir spoke to Policing Insight’s Sarah Gibbons about new efforts to identify the scale and nature of the problem, and encouraging police forces to use technology to extract ADA data.

FEATURE: A National Audit Office ‘value for money’ report into the work of the Government and Home Office to tackle violence against women and girls (VAWG) has warned that efforts to improve the outcome for victims have largely failed so far, with the Home Office failing to lead an effective cross-government response, and a generally limited understanding of the resources allocated to tackling VAWG or their impact, as Policing Insight’s Sarah Gibbons reports.

FEATURE: In the wake of a joint investigation into a super complaint over police-perpetrated domestic abuse (PPDA), the Independent Office for Police Conduct has now published its review of the way forces in England and Wales handle such cases, with calls for improved training for frontline officers on the potentially complex nature of PPDA, the need for better recording and vetting, and greater consideration of the impartiality of investigations, as Policing Insight’s Sarah Gibbons reports.

OPINION: In the first in a new regular series of articles and opinion pieces from the Association of Police and Crime Commissioners (APCC), Merseyside Police and Crime Commissioner Emily Spurrell, Chair of the APCC, highlights the PCC-based initiatives underway across England and Wales to reduce crime and improve community safety, particularly focusing on crime prevention and partnership working, with new research published this week underlining the effectiveness of multi-agency, evidence-based collaboration.

ANALYSIS: Sexual Risk Orders (SROs) can help to reduce sexual harm by offenders by more than 80%, but a lack understanding about their effectiveness and how they can and should be used has led to an inconsistent approach from forces across England and Wales; new research by Metropolitan Police Detective Chief Inspector Dan Whitten highlights the potential benefits of greater use of SROs in tackling sexual violence against women and girls, and the steps forces can take to maximise those benefits.

INNOVATION: Project Minerva, a collaboration between Essex Police and Nottingham Trent University, is using data-driven mapping to highlight both offences of violence against women and girls (VAWG) and areas where the fear of crime is greatest, to enable the force and community partners to tackle VAWG more effectively, as Policing Insight’s Sarah Gibbons reports.

FEATURE: An active bystander training project launched by the Northumbria Police and Crime Commissioner has led to a 125% increase in the likelihood of participants challenging sexist comments online, and a greater understanding and awareness of sexual harassment; the project now looks set to expand from police and stakeholder organisations into other public sector bodies as well as the private sector, as Policing Insight’s Sarah Gibbons reports.

FEATURE: Kent Police and Crime Commissioner Matthew Scott spoke to Policing Insight’s Sarah Gibbons about Operation Voice, a pilot initiative launched within the force which overlaid road traffic data onto data for violence against women and girls to identify and apply “relentless pressure” to high-harm perpetrators.

ANALYSIS: The National Cabinet of the Australian Government has set out a $4.7 billion package of measures to tackle the “national crisis” of gender-based violence that has become “a source of national shame”, after a ‘rapid review’ of the potential prevention measures to end domestic, family and sexual violence highlighted not only a problem of “overwhelming” scale and complexity, but also “many areas ripe for meaningful reform”, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: The final report of Australia’s Missing and murdered First Nations women and children inquiry has found that widespread racist attitudes across Australian policing, together with inadequate and delayed responses to reports of crimes, have led to a lack of trust among First Nations women in reporting domestic violence and other crimes – although several forces have now embarked on programmes to rebuild and improve the relationship with First Nations communities, as Policing Insight’s Sarah Gibbons reports.
