ANALYSIS: The National Cabinet of the Australian Government has set out a $4.7 billion package of measures to tackle the “national crisis” of gender-based violence that has become “a source of national shame”, after a ‘rapid review’ of the potential prevention measures to end domestic, family and sexual violence highlighted not only a problem of “overwhelming” scale and complexity, but also “many areas ripe for meaningful reform”, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: The rising incidence of women’s deaths as a result of male violence in Australia has prompted some to call for the wider use of domestic violence disclosure schemes, but research by Monash University Professor Dr Kate Fitz-Gibbon, and Lecturer Ellen Reeves and Professor Sarah Walklate of the University of Liverpool, suggests such schemes can put victim-survivors in greater danger, with resources better invested elsewhere.

OPINION: With many discussions around what policing’s core mission should entail and how it should be achieved, author, lecturer and former Police Scotland superintendent Martin Gallagher argues that a more Platonic philosophical approach to the debate could deliver some benefits in determining the role and remit of the service.

FEATURE: In 2014, six men from Portsmouth left the city to join ISIS in Syria, prompting a media storm and significant tensions among the city’s communities, and influencing the development of the UK’s Prevent Strategy; University of Portsmouth Policing Lecturer David Knowles, who was the officer responsible for the police response to the incidents and became the national lead for Prevent in education, looks back at the impact on the city and policing, and how those events have shaped Prevent over the past decade.

OPINION: Former Scottish police officer Graham Goulden, now a police trainer, believes that recent examples of street violence highlight the need for action rather than words, and points to the success of the Scottish Violence Reduction Unit’s long-term violence prevention approach – using a combination of enforcement, collaboration and community involvement – as an effective strategy moving forwards.

FEATURE: A three-month facial recognition trial in Southampton has seen door staff equipped with body-worn cameras to check pub and club goers against a database of excluded offenders; the success of the scheme – described as the first of its kind in the country – has led to suggestions that it could be extended to other areas, as well as to other situations such as preventing those with football banning orders from attending matches, as Policing Insight’s James Sweetland reports.

FEATURE: As the UK’s Covid-19 public inquiry continues to hear testimony from politicians, police chiefs and many others involved in the response to the pandemic, lessons around the importance of disaster planning and preparation are already emerging; Policing Insight’s Andrew Staniforth looks at the work of the EU-funded CORE project, which is studying the impact of and response to several major international disasters to highlight the key learning points.

OPINION: Levels of ‘honour-based’ abuse (HBA) have gone up in the UK by 10% over the last three years, an increase driven partly by a rise in reporting as communities emerged from pandemic lockdowns, and also by changes to police recording rules; Dr Sadiq Bhanbhro of Sheffield Hallam University believes the lack of a clear legal definition of HBA, together with political cultural sensitivities, maybe preventing the police and Crown Prosecution Service from tackling the crime more effectively.

FEATURE: A new survey published by London TravelWatch has found that one in five LGBTQ+ people have experienced hate crime while using the public transport network in London over the past year, but more than 80% felt unable to report the incident to police, prompting calls for the Met and British Transport Police to renew efforts to build confidence in policing among members of the LGBT+ community, as Policing Insight’s Thomas James reports.

OPINION: As security has deteriorated in Nigeria, one of the country’s main challenges has become ‘banditry’, with an eight-fold increase in the number of armed robberies, kidnaps and murders between 2018 and 2022; Dr Oluwole Ojewale of the Institute for Security Studies in Senegal believes that a decentralised police force, working in partnership with community activists and the military where required, would be the most effective solution to the problem.

FEATURE: At this month’s Association of Police and Crime Commissioners and National Police Chiefs’ Council Partnership Summit, politicians and police leaders presented an unambiguously positive view of the potential benefits of live facial recognition – with South Wales leading the way, as Policing Insight’s James Sweetland reports.

FEATURE: With tomorrow marking the International Day for the Elimination of Violence against Women and Girls, Dr Sarah Jane Fox of the University of Leicester Law School explores the history and significance behind the date, the continuing need to fund the campaign to tackle VAWG nationally and globally, and the frightening death toll of female victims likely to lose their lives between now and Christmas.

OPINION: South Africa is facing continued growth in violent crime, and reconfigured policing strategies designed to tackle the problem seem to have had little success; Stellenbosch University’s Dr Guy Lamb argues that a more collaborative approach from police working with local communities, and the proper funding and implementation of the country’s Integrated Crime and Violence Prevention Strategy, would be the most effective way forward.
