OPINION: In the latest in a regular series of articles from the Association of Police and Crime Commissioners (APCC), Merseyside Police and Crime Commissioner Emily Spurrell, Chair of the APCC, looks ahead to this week’s much-anticipated UK comprehensive spending review that will determine the funding available for large-scale police reform heralded by the Home Secretary, and underlines the crucial role that PCCs and deputy mayors will need to play in providing effective oversight of that reform.

OPINION: Politicians and journalists on across the US political spectrum have argued that recent election results reflect a frustration with Democratic policies on crime in cities; but new research by Harvard University Professor Justin de Benedictis-Kessner and Professor Christopher Warshaw at George Washington University suggests that neither party is doing a better job at reducing crime, nor addressing the ballooning financial cost and long-term reputational costs of policing in the US.

INTERVIEW: Having recently been elected to serve a fourth consecutive term, Suffolk Police and Crime Commissioner Tim Passmore is one of the country’s longest-serving PCCs; in an exclusive interview with Policing Insight’s James Sweetland, he explained how the lack of clarity around chief constables’ operational independence “causes tension and friction”, called on the new government to avoid a “dictatorial” centralised approach to policing, and said chief constables “need a better understanding of public expectations”.

ANALYSIS: While the annual cost of policing in Canada approaches $20 billion, violent crime and homicide rates have increased significantly; University of Ottawa Professor Emeritus Irvin Waller, and Carleton University PhD candidate Jeffrey Bradley, argue that programs tackling risk factors give a better return on investment, pointing to the success of such schemes in the UK and US as indicators of what can be achieved.

ANALYSIS: Police Foundation Senior Associate Fellow Gavin Hales believes the change of UK government arguably offers the best opportunity in years for a revised police funding formula to be implemented – but also warns that such changes won’t address wide inequalities in funding, the balance between government and council tax precept revenues, or whether overall resources are sufficient.

ANALYSIS: The State of Policing: Annual Assessment 2023, published by HM Chief Inspector of Constabulary Andy Cooke, has found that the failure of forces in England and Wales to “get the basics right” is continuing to damage trust and confidence in the service, while “unacceptably high” workloads, significant levels of inexperience among officers, and an “outdated and unfair” funding formula are adding to the policing challenges, as Policing Insight’s Keith Potter reports.

INNOVATION: Following confirmation in December of the UK’s associate status in relation to the Horizon Europe research programme, Policing Insight’s Andrew Staniforth looks at one of the latest rounds of funding opening up next month, which could see UK police forces working with their EU counterparts on projects to improve forensics and lawful evidence collection in the fight against online child sexual abuse.

ANALYSIS: With the major media focus and political campaigning around the local council and mayoral elections last week, the police and crime commissioner (PCC) elections which were running in tandem slipped past largely unnoticed outside policing circles; Policing Insight’s Ian Wiggett looks at the significant ‘red tide’ that replaced 2021’s ‘blue wave’, as well as the challenges facing the new office holders, and the concerns over low voter turnout.

OPINION: A recent UK cross-party parliamentary report highlighted the cost to date of policing the protests around the war in Gaza, suggesting that this burden could prevent police from carrying out other duties effectively; but Eric Heinze, Professor of Law and Humanities at Queen Mary University of London, warns that failing to adequately fund public order policing to safeguard people’s rights to demonstrate could significantly reduce opportunities for legitimate public protest.
