FEATURE: A new report is calling for every child victim of domestic abuse to have a police assessment around their age, risk and need, with officers urged to be “professionally curious” and confident in identifying and responding to safeguarding concerns, amid fears that around 1.5 million children in the UK could be affected by domestic abuse, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: Following some high-profile cases of police-perpetrated domestic abuse (PPDA) in the UK, there are growing concerns over the reporting of such offences and appropriate policing responses; drawing on research into an advocacy support intervention for victim-survivors of PPDA, Dr Clare Rawdin, Dr Sarah Wallace and Professor Emma Williams show how ‘organisational silence’ over PPDA is often maintained but can also be challenged.

FEATURE: Following an inspection into the force’s prevention, protection and prosecution of domestic abuse, and the support for victims, a new report by the Garda Síochána Inspectorate (now the Policing and Community Safety Authority) calls for more multi-agency measures, better management of offenders and the adoption of a force-wide domestic abuse strategy, among more than 50 recommendations aimed at improving current approaches, as Policing Insight’s Sarah Gibbons reports.

INNOVATION: Pilots of a new approach to domestic abuse response in Avon and Somerset, with police officers working with independent domestic violence advisors to visit victims more quickly after offences, have achieved more engagement and support referrals for victims and greater support for police action; Detective Inspector Matt Cable spoke to Policing Insight’s Sarah Gibbons about the success of the pilots to date, and hopes that the initiative can be rolled out more widely.

OPINION: The UK Government has pledged to halve violence against women and girls, but University of Liverpool Professor Barry Godfrey and University of Manchester Professor David Gadd argue that the current recency, frequency, gravity, and victim algorithm used to determine which offenders pose the greatest risk to women and girls is ineffective, and propose moving to determination using a life-course approach, which considers the type and pattern of offending as it develops over time.

ANALYSIS: When it comes to research and services for victims of adolescent domestic abuse (ADA), those aged under 16 are often overlooked by policies that focus on the adult domestic abuse (DA) agenda; Gloucestershire Deputy Chief Constable Katy Barrow-Grint and City St George’s, University of London Senior Researcher Dr Ruth Weir spoke to Policing Insight’s Sarah Gibbons about new efforts to identify the scale and nature of the problem, and encouraging police forces to use technology to extract ADA data.

ANALYSIS: New research from the University of Calgary shows that three-quarters of men charged with domestic violence (DV) have already interacted with police at least once, with two thirds showing a clear trajectory of increasing police interactions in the lead up to their DV charge; Associate Professor Lana Wells believes this data around perpetrators offers an opportunity to intervene early and prevent the escalation of violence.

INNOVATION: With domestic abuse (DA) now recognised as a policing priority for UK forces, a new approach to tackling the issue has been launched by Dyfed Powys Police, with neighbourhood policing teams adopting the 4Ps model (prepare, protect, prevent, pursue) usually associated with terrorism and organised crime to provide an improved service to medium-risk DA victims and target offenders more effectively, as Policing Insight’s Sarah Gibbons reports.

FEATURE: An evaluation of an expanded restorative justice (RJ) approach in the Australian Capital Territory, which includes RJ referrals for suitable family and domestic violence cases as well as sexual violence offences, has seen strong support and satisfaction rates from victims, and a reduction in the number of repeat offences committed by perpetrators, as the Australian Institute of Criminology’s Dr Siobhan Lawler explained to delegates at the recent Global Evidence-Based Policing Conference.

INTERVIEW: With almost half of police forces in England and Wales having adopted and implemented the Operation Soteria model to tackle rape and serious sexual offences, Policing Insight’s Sarah Gibbons spoke to City University of London Professor Katrin Hohl and Avon and Somerset Chief Constable Sarah Crew about the continuing roll out of the programme, the expansion of the approach to address domestic abuse, and concerns that an end to funding could threaten the progress already made.

ANALYSIS: The final report of Australia’s Missing and murdered First Nations women and children inquiry has found that widespread racist attitudes across Australian policing, together with inadequate and delayed responses to reports of crimes, have led to a lack of trust among First Nations women in reporting domestic violence and other crimes – although several forces have now embarked on programmes to rebuild and improve the relationship with First Nations communities, as Policing Insight’s Sarah Gibbons reports.
