FEATURE: As the parliamentary debates around the legislation set out in the King’s Speech – including a new Victims and Prisoners Bill – got underway, Victims’ Commissioner Baroness Newlove outlined to House of Lords’ colleagues the results of the latest victims experiences survey which underline high levels of dissatisfaction with the police and criminal justice system, and a reluctance to report crimes in the future, as Policing Insight’s Thomas James reports.

OPINION: The final report into the long-running New South Wales (NSW) Police Suspect Targeted Management Plan – which targeted children and adults who the force believed could become repeat offenders – found the program to be ‘unreasonable, unjust, and oppressive’; NSW Police dropped the program having seen a draft copy of the report, and Dr Vicki Sentas, UNSW Sydney Senior Law Lecturer, argues that any replacement approach should take a lead from Indigenous community alternatives.

OPINION: Recent comments from Home Secretary Suella Braverman around the policing of the pro-Palestinian protests have once again called into question UK policing’s political independence; but former officer and University of Derby Policing Lecturer Tom Andrews argues that such independence has been largely illusionary in the past, and that a Royal Commission into policing is essential if such independence is to be guaranteed in the future.

FEATURE: UK National Crime Agency Director General Graeme Biggar has warned that policing and the wider criminal justice system is not moving fast enough or far enough in its efforts to combat the shift online in serious and organised crime, and that the roll out of end-to-end encryption on sites such as Facebook would be “tantamount to consciously turning a blind eye” to child abuse, as Policing Insight’s Keith Potter reports.

OPINION: Shoplifting and retail theft have been subject to significant media and political focus over recent weeks, with the Government launching a new action plan while commentators call for tougher sentences to target organised gangs; but Transform Justice Director Penelope Gibbs argues that effectively tackling the problem will mean addressing the causes, improving diversion and rethinking the retail space, rather than simply increasing the sentence tariff.

INNOVATION: Police have used traditional line-ups – whether static in person, or using photos and videos – for decades, and concerns have been regularly voiced over misidentification leading to wrongful arrest and in some cases imprisonment; but University of Birmingham research led by Prof Heather Flowe and PhD student Tia Bennett is pioneering new 3D interactive line-ups that have increased identification accuracy, with the team now looking to work closely with forces to further develop the technology.

INTERVIEW: In the latest in a series of interviews with leading figures involved in the research and investigation of organised crime, Policing Insight’s Dr Chris Allen spoke to drug expert witness and consultant Matt Lockyer about the valuable lessons from working with former drug users, the significant impact of Operation Venetic, and the importance of independent assessment of evidence in drug-related court cases.

INTERVIEW: In a few days’ time the annual Inspire Justice Awards take place at the QEII Centre in London, celebrating the essential contribution and achievements of the wider justice workforce, and the unsung heroes often hidden from public view; ahead of this year’s ceremony, Policing Insight spoke to Mike and Danny – founders of Lads Like Us and speakers at the event – about their own journeys through the criminal justice system, and the importance of encouraging young men to talk about childhood trauma.

OPINION: Artificial intelligence is increasingly being used by New Zealand Police to identify, analyse and investigate criminals and criminal activity; but University of Auckland Associate Professor Alexandra Sims believes that new legislation and independent monitoring is needed to protect against the dangers of the erosion of privacy and algorithmic bias, and ensure compliance with existing frameworks and principles.

OPINION: CANADA: As calls for ‘defund the police’ switch to ‘refund the police’ in priority areas, Dr N Zoe Hilton, Professor of Psychiatry at the University of Toronto, and Dr Sandy Jung, Professor of Psychology at MacEwan University, argue that police-researcher partnerships are needed now more than ever, and could be particularly beneficial in developing and implementing the assessment tools to tackle intimate partner violence and coercive control.
