ANALYSIS: The State of Policing: Annual Assessment 2023, published by HM Chief Inspector of Constabulary Andy Cooke, has found that the failure of forces in England and Wales to “get the basics right” is continuing to damage trust and confidence in the service, while “unacceptably high” workloads, significant levels of inexperience among officers, and an “outdated and unfair” funding formula are adding to the policing challenges, as Policing Insight’s Keith Potter reports.

FEATURE: Those most at risk from extreme weather events are often the most vulnerable in society, but a new campaign by the United Nations Office for Disaster Risk Reduction is urging emergency services including police to take preventative steps to ensure those in vulnerable groups do not fall victim to ‘natural disasters’, as Policing Insight’s Andrew Staniforth reports.

FEATURE: An audit of youth offending in Queensland has revealed a 65% increase in the number of serious repeat offenders since 2018, and has highlighted the importance of government stability in responding to young offending, as well as the need for a culture change in Queensland Police Service’s approach to the issue, as crucial steps in preventing further increases, as Policing Insight’s Sarah Gibbons reports.

FEATURE: The latest United Nations Office on Drugs and Crime World Drug Report highlights record levels of cannabis and cocaine use – with an accompanying rise in violence – and the increased agility of traffickers who are expanding their criminal activities into areas such as wildlife trafficking, illegal resource extraction and money laundering, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: New research from the Australian Institute of Criminology has found that one in five Australians has perpetrated sexual violence; but Professor Kate Fitz-Gibbon of Monash University and Research Fellow Dr Hayley Boxall of the Australian National University warn that the real rate of offending may be even higher, and that more research focusing on perpetrators rather than reports to police is essential to uncover the true scale of the problem.

INNOVATION: While special constables and volunteers are a well-established part of British policing, many won’t be aware of their cyber equivalent; Policing Insight’s James Sweetland spoke to the National Police Chiefs’ Council team co-ordinating the network of Cyber Digital Specials and Volunteers across England and Wales, including an exclusive interview with a cyber volunteer active today.

FEATURE: Policing Insight’s Andrew Staniforth looks at the recent successful operation by European law enforcement agencies working with colleagues in the US to take down multiple platforms used to disseminate terrorist propaganda, and explores the ongoing efforts of Europol to target those spreading terrorist content online.

OPINION: Taiwan’s police forces are known for their professionalism and expertise, particularly in areas such as terrorism, cybercrime and human trafficking; but China’s continuing successful efforts to block Taiwan’s membership of Interpol weakens the organisation and sends the wrong political signals – a situation which Dr John Coyne of the Australian Strategic Policy Institute believes needs to be addressed at Interpol’s next General Assembly in Glasgow in November.

OPINION: Police in the UK have little discretion to resolve cases involving hate speech with an out-of-court sanction, although an evaluation of this approach recorded reduced reoffending and successful completion rates; Penelope Gibbs, Director of campaign group Transform Justice, believes education of those committing one-off hate speech crimes could be much more effective than court fines, and could reassure victims that such behaviour wouldn’t be repeated.
