OPINION: As transnational criminal networks grow in complexity and reach, the Australian Border Force is evolving from a traditional customs and immigration agency into a sophisticated intelligence-led law enforcement organisation; the results are already visible, says strategy and reform consultant Kavitha Vipulananda, but the challenges ahead are formidable – and some of the most significant are not operational at all.

ANALYSIS: As part of his speech to the recent Milpol Asia-Pacific Conference in Singapore, Australian Border Force Commissioner Michael Outram highlighted the potential that artificial intelligence offers his force and others in detecting and disrupting criminal activities and responding to crises.

FEATURE: Facing recruitment and retention challenges, Queensland Police Service has launched a new Special Constable scheme to attract those who have recently retired or resigned back into the force; and as Acting Inspector Howard Kemp explained to Policing Insight’s Sarah Gibbons, the scheme is also providing an incentive to older new recruits who know they won’t have to leave the Service completely at 60, but can return as a Special.

FEATURE: A new money-laundering taskforce led by the Australian Federal Police and including the Australian Border Force and the Australian Criminal Intelligence Commission will target the tens of million dollars believed to be laundered in the country every day that is the ‘lifeblood’ of Australia’s organised crime gangs, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: The recent Spanish seizure of a number of underwater ‘narco drones’ capable of carrying around 200kgs of drug while being operated remotely has highlighted the growth in one narcotics trafficking method; Professor Natalie Klein of UNSW Sydney and Dr Rob McLaughlin of the Australian National University believe both Australian and international law will need to be updated to be able to act effectively against those using such techniques.

OPINION: Despite the successful efforts of Australian law enforcement to seize drugs and target suppliers, the country’s latest National Wastewater Drug Monitoring Program confirms that the use of ‘ice’ in particular has continued to rise significantly; Dr John Coyne of the Australian Strategic Policy Institute argues that data from the program should be used to guide strategy that focuses on cutting consumption and making communities safer.

ANALYSIS: Last month the Australian Border Force and Australian Federal Police seized 450kgs of heroin from a shipping container in Melbourne; but the huge seizure should be seen as a sign that the approach focused on policing and criminal justice is not working, as well as an indication of the scale of the challenge facing the country’s fight against narcotics, explains Australian Strategic Policy Institute (ASPI) analyst Dr Teagan Westendorf.
