The report aims to be a one-stop shop for everything you need to know about facial recognition; with contributions from 34 expert stakeholders from around the world, we explain the technology and highlight the big debates around its use.

OPINION: Australia is looking to create a $400 million training facility in Brisbane for Pacific islands police officers, to strengthen the country’s role as the main security partner in the Pacific; but Professor Danielle Watson of the Queensland University of Technology argues that closer partnerships and investing in training provision within the island communities would be a more sustainable and effective option.

ANALYSIS: Police in New Zealand – as with many other jurisdictions – are facing significant growth in callouts to mental health incidents, and are considering various approaches; new research by Auckland University of Technology Associate Professor Katey Thom, and Sarah Gordon, Associate Professor in Psychology at the University of Otago, suggests that shifting to a trauma-informed support system could improve responses and reduce police involvement.

LONG READ: The response to those in mental health crisis has been a major concern for many in policing, with the growing view that uniformed officers are not the most appropriate to deploy to many mental health-related calls; as UK policing continues to adopt the Right Care, Right Person approach, Policing Insight’s Sarah Gibbons takes a closer look at efforts by police forces in Australia and New Zealand to address the challenge.

FEATURE: A review of the handling of sexual assault cases by Australian Capital Territory Policing (ACT) – undertaken in response to a previous 2021 report highlighting concerns – has called for the introduction of victim-survivor advocates to reduce attrition rates, improved communications, and updates to police training, policies and practices, as Policing Insight’s Sarah Gibbons reports.

FEATURE: The latest snapshot report from the Independent Broad-based Anti-corruption Commission – the independent oversight body for Australia's Victoria Police – has highlighted a dramatic increase in misconduct cases, with predatory behaviour by officers, the misuse of social media, and ‘reach back’ by ex-employees exploiting previous working relationships among the key concerns, as Policing Insight’s Sarah Gibbons reports.

OPINION: Alongside the estimated $60 billion costs to Australia and Australians of transnational serious and organised crime (TSOC), there are significant impacts on individuals and communities, political stability, and the environment; Dr John Coyne, head of the Australian Strategic Policy Institute’s Northern Australia Strategic Policy Centre, believes the time is right for a TSOC white paper to address this multidisciplinary, complex challenge.

ANALYSIS: A long-awaited review of police resources and policing in Australia’s Northern Territory has called for an increase in officer numbers, a building programme for remote facilities, better resource management and a fatigue management plan for officers, after what review author and former NTPF officer Vince Kelly described as a “decade-long period of organisational trauma”, as Policing Insight’s Sarah Gibbons reports.

OPINION: Australian legislation enabling the repudiation of citizenship of those who engage in terrorism also means that those who commit conflict-related crimes including sexual violence escape prosecution, says PhD scholar Susan Hutchinson of the Australian National University, who calls for a new dedicated unit in the Australian Federal Police to investigate and prosecute such crimes.

INTERVIEW: Victoria Police Detective Sergeant Peter Romanis believes that ‘compassion fatigue’ – a combination of accumulated secondary traumatic stress and burnout – poses the most significant threat to the mental health of emergency services workers, and hope a new report detailing the findings of his research into the issue will prove beneficial to officers and staff, as he explained to Policing Insight’s Sarah Gibbons.

ANALYSIS: The rising incidence of women’s deaths as a result of male violence in Australia has prompted some to call for the wider use of domestic violence disclosure schemes, but research by Monash University Professor Dr Kate Fitz-Gibbon, and Lecturer Ellen Reeves and Professor Sarah Walklate of the University of Liverpool, suggests such schemes can put victim-survivors in greater danger, with resources better invested elsewhere.

Analysis: The latest National Wastewater Drug Monitoring Program report from the Australian Criminal Intelligence Commission suggested a 17% increase in drug consumption over the previous 12 months; the Australian Strategic Policy Institutes John Coyne believes that more attention should be paid to these sophisticated analyses, and that the findings highlight the need for a new approach to drug policies that should incorporate wider harm reduction and prevention strategies.

ANALYSIS: As part of his speech to the recent Milpol Asia-Pacific Conference in Singapore, Australian Border Force Commissioner Michael Outram highlighted the potential that artificial intelligence offers his force and others in detecting and disrupting criminal activities and responding to crises.

OPINION: Algorithms are used to predict the risk of criminal behaviour, drug use and reoffending in a number of countries (as well as being employed widely outside the criminal justice sector); but Associate Professor Tatiana Dancy of the University of Melbourne argues that decisions should only be taken – and penalties applied – on the basis of behaviour, not other physical, mental or social characteristics fed into predictive tools.

OPINION: The latest annual assessment by the Australian Security Intelligence Organisation (ASIO), set out in a speech by Director-General Mike Burgess, has downgraded the terror threat level from ‘probable’ to ‘possible’; but Professor Greg Austin of the University of Technology Sydney believes the assessment is confusing, downplaying the threat of right-wing extremism while over-emphasising the threat from some foreign powers.

ANALYSIS: Last month the Global Law Enforcement & Public Health Association (GLEPHA) published a series of reports as part of the ‘Envisaging the future of policing and public health’ project, covering a range of topics including violence prevention, diversion, and policing mental health; in the third in a series of seven articles, Policing Insight’s Thomas James looks at GLEPHA’s report on working with marginalised communities within Mozambique, Australia and Liberia.
