The definitions and methods used need to be regularly updated and adapted to reflect the constant changes in these contexts. This study follows from a broader desire, articulated by the national police force and the Ministry for Justice and Security, to improve the way police performance is measured in the Netherlands. Indeed, approaches to performance measurement adopted by police forces abroad may offer valid examples for the Netherlands and provide opportunities for general learning. The report summarises the findings from the study, drawing on information gathered from ten countries (including the Netherlands), an in-depth evidence review and stakeholder interviews in five case study jurisdictions as well as the Netherlands, a review of the available literature, and information solicited through expert interviews. The researchers highlight how different police jurisdictions have approached performance measurement, focusing on the stated purposes of the performance measurement; the reliability of the approaches; identified or potential adverse side effects of measuring performance; and examples of good or innovative practice in these areas. Finally, the report offers concrete recommendations aimed at giving greater coherence to the Dutch strategy for police performance measurement.The findings from the study will be of interest to policymakers and professionals responsible for law enforcement organisations and to researchers with an interest in police performance.
