Policing Insight - Subscription at source 7/3/2025 Feature, Interview A Primer on the Design, Delivery, and Evaluation of De-escalation Training: Explaining the Impactful Findings from the Tempe Smart Policing Initiative Though de-escalation training is popular in policing, the evidence base is quite limited and mixed. The inconsistency in findings highlights the need for a more targeted investigation of the key issues that may increase the likelihood of delivering “effective” de-escalation training. In the current study, we seek to address this gap by exploring in detail the design, delivery, and evaluation of de-escalation training in Tempe, Arizona, and critical features of each stage that contributed to positive training effects. With design, we highlight the importance of identifying internal champions; seeking input from all relevant internal units; drawing selectively from other trainings; grounding the training in officer safety and wellness; and working with curriculum developers. With delivery, we feature the value of body-worn camera footage as a training tool; careful selection of trainers; and use of refresher training. For evaluation, we point to a rigorous randomized controlled trial design and reliance on a diverse set of data sources and outcomes that capture the nuanced impact of training. We also note how our approach here aligns well with Implementation Science, a paradigm that emphasizes the study of program process and methods for promoting the development of evidence-based practice. To that end, we use the Tempe SPI experience as a foundation for a De-escalation Training Checklist that details the key issues law enforcement agencies should consider when designing, delivering, and evaluating de-escalation training. Over the past 15 years, the Bureau of Justice Assistance (BJA), in partnership with CNA’s Center for Justice Research and Innovation, has supported law enforcement agencies and their research partners across the country in implementing and evaluating innovative, evidence-based policing approaches through the Smart Policing Initiative (SPI). SPI supports the development and implementation of innovative policing strategies as well as research partnerships that result in rigorous evaluations of strategies to advance effective and efficient policing practices. This article examines SPI’s history, challenges, and accomplishments since its inception in 2009, and it explores some major themes in policing and policing research across SPI initiatives, including: the integration of data-driven practices into police agencies, reductions in violent crime, technology advancements, improved crime analysis capabilities in police agencies, and the evolution of research partnerships. We also note challenges faced, addressed, and resolved, by SPI sites through collaboration between funded law enforcement agencies, research partners, and CNA technical assistance providers. In this paper, we aim to present such a framework by unveiling an experience-based approach derived from the National Criminal Investigation Service (Kripos) in Norway. This framework comprises categorization, thematization and exploration. Through analysis of 742,135 investigative tasks, we find that the major information sources are Interviews and Digital Evidence. From this, the main contribution of this work is a foundation for bridging our framework to computational methods focusing on unstructured text arising from these sources. We map state-of-the-art computational methods within Artificial Intelligence to facilitate the workflow of the proposed framework.
