Chris Philp, the crime and policing minister, will announce details of how the new system will be able to track the presence of synthetic drugs in real time across the UK through testing waste water and spikes of overdoses being reported by the emergency services. The enhanced surveillance and early warning system will also be able to assess the strength of synthetic opioids and when they are being cut into other types of drugs.
