We received a mandatory referral from the force due to the fact the 35-year-old was in police custody when he fell ill. The man was subsequently taken to Whiston Hospital, where he sadly died shortly after 4.15am on Thursday (14 March). Officers from both organisations used the social media app, WhatsApp, and instant-messaging service, Telegram, on their personal phones to share information for the purpose of combatting vehicle crime. At the time of the ICO’s investigation, the Telegram group included 241 officers from multiple UK police forces and international law enforcement agencies. The ICO found evidence that personal information was being shared in the group without appropriate safeguards in place. Using social media messaging apps on personal devices avoids the necessary oversight supervisors and managers should have. There are official channels for law enforcement agencies to lawfully share information which should be used by staff. County Lines is the term used to describe drug dealing where mobile phones are used to supply drugs from large cities to towns and rural areas. County Lines are run by ‘Line Holders’ and the runners, often vulnerable people, deliver the drugs. The system of drug distribution leads to serious violence and exploitation. Police forces across the country have taken part in the national county lines intensification week cracking down on drug traffickers.
