The evidence reveals the threat from offenders who travel between countries is growing, in quantity and sophistication. To keep pace with this evolution, law enforcement must develop new paradigms of information sharing, using technological advances and machine learning to their benefit and relying less on resource-intensive human practice. Edmonton Journal (Canada) 20/12/2024 News Assessing Perceptions of the Police among Street-Identified Black Americans: The Relevance of Neighborhood Conditions Although public attitudes toward the police have been widely examined over the past several decades, very few quantitative studies have focused on large community samples of street-identified Black populations. Drawing on data collected by a street participatory action research project conducted in two low-income urban Black neighborhoods, this paper examines perceptions of the police as a function of neighborhood and individual correlates among street-identified Black males and females. Study findings suggest that neighborhood physical disorder is negatively related to perceptions of the police, whereas social cohesion is positively linked to favorable perceptions. Older participants had more positive attitudes toward police, and respondents with prior arrest and incarceration experiences expressed more negative perceptions. Recommendations include improving housing and environmental management programs and constructively working with street-identified Black boys/men and girls/women to enhance public–police relations. Central to this effort is the ability to identify, recruit and deploy Covert Human Intelligence Sources (CHIS). It is therefore paradoxical that the United Kingdom’s CHIS authorisations have been in steep decline since the enactment of the bespoke Regulation of Investigatory Powers Act 2000 (Regulation of Investigatory Powers Scotland Act, 2000). This research seeks to critically discuss as to what are the key factors contributing to this decline. Consequently, this review suggests that the decline in CHIS authorisations are to be found in a complex configuration of factors. Two stand out as significant; i) the impact of resource reduction on CHIS operational capacity and capability, and ii) an emergence of a culture of fear and risk aversion as a constraining factor on CHIS recruitment and use.
