Statistics Canada 25/7/2024 Report ‘They know to whom they can do it … ’ democratic inequality and the policing of urban peripheries in Chile This article examines how contrasting patterns of policing in marginalised neighbourhoods exacerbate social inequalities, ultimately undermining the core tenets of democratic policing. Viewed through the lens of democratic egalitarianism, the research shows how these patterns – characterised by surveillance and control in some areas and neglect of residents’ concerns in others – converge to erode the normative aspiration of building egalitarian social relations. Drawing on in-depth interviews with 21 residents from two marginalised communities in Chile, this study prioritises the lived experiences of marginalised people. The analysis reveals how residents’ interpretations of these contrasting police responses and their expectations of the police reinforce their sense of marginalisation. By applying the theoretical framework of democratic equality, this work contributes to the ongoing discourse on achieving democratic policing. It sheds light on the real-world consequences of policing practices that perpetuate social inequalities. Policing and Society 25/7/2024 Research article Going for gold: Professionals’ perspectives on the design and implementation of transformative coercive control offences in Scotland and England and Wales This study provides the first analysis of prosecutors, members of the judiciary, voluntary organizations, and police officers’ perspectives about the implementation of coercive control offences. In terms of the design, requiring proof that the prohibited conduct caused a serious effect on the victim-complainant means a continued focus on the victim’s engagement with the criminal justice processes in England, leading to the under-utilisation of evidence-led investigations. This can be positioned in contrast to the approach taken in Scotland by police and prosecutors, where there was greater confidence expressed regarding evidence-led investigation, though this was potentially undermined at the judicial level where victim engagement and performance in court continued to be a main focus. This, we suggest requires continued training for all professionals to ensure that an understanding of the dynamics of coercive control are embedded at each stage of the criminal justice process.
