How the police and the CPS work together is crucial: successive review and inspection reports have identified the need to improve the handling and management of cases between the police and the CPS. Despite the recommendations made in these reports, our single agency inspections highlight that several intractable issues remain. More recently, changes made to disclosure and case building processes have increased the inefficiency and tensions between policing and CPS. This report sets out 18 recommendations. If implemented, they will secure major improvements in the efficiency of the criminal justice system and, most importantly, better outcomes for victims. However, despite extensive calls and initiatives to diversify policing, representation of women amongst officers has stagnated over the last decade. We contend a major barrier to female representation in policing is the pervasiveness of gender inequality in local communities served by police agencies. We evaluate this contention by measuring and testing the effect of structural gender inequality at the county-level on the percentage of female sworn officers across U.S. police agencies from 2013 to 2020. Based on harmonized data from the most recent waves of the Law Enforcement Management and Administrative Statistics and the American Community Survey, we find structural gender inequality at the county-level is negatively associated with the percentage of female officers in police agencies. Specifically, gender inequalities in high status occupations, poverty rates, and median incomes are associated with a lower percentage of women in local police agencies. Overall, these findings illustrate how gender inequality in local labor markets operates as a barrier to the gender diversification of American policing. The Post (New Zealand) - Subscription at source 9/7/2025 News Police stops and naïve denominators A comparison of the racial composition of police stops to the entire population of a city or jurisdiction is frequently cited as evidence of racial bias in proactive policework. This article argues that using base population is naïve to the realities of the distribution of crime and policing. Using the example of Philadelphia, PA (USA), the impact of different benchmarks to estimate racial disparity in stop data is demonstrated. The range of alterative benchmarks include the spatial distribution of calls for service, the locations of violent crimes, and the demographic composition of suspects in crime as reported by the public. The article concludes by arguing that if cities ask police departments to prioritize certain problems and places, benchmarks to which police are held accountable should better reflect those priorities.
