However, despite extensive calls and initiatives to diversify policing, representation of women amongst officers has stagnated over the last decade. We contend a major barrier to female representation in policing is the pervasiveness of gender inequality in local communities served by police agencies. We evaluate this contention by measuring and testing the effect of structural gender inequality at the county-level on the percentage of female sworn officers across U.S. police agencies from 2013 to 2020. Based on harmonized data from the most recent waves of the Law Enforcement Management and Administrative Statistics and the American Community Survey, we find structural gender inequality at the county-level is negatively associated with the percentage of female officers in police agencies. Specifically, gender inequalities in high status occupations, poverty rates, and median incomes are associated with a lower percentage of women in local police agencies. Overall, these findings illustrate how gender inequality in local labor markets operates as a barrier to the gender diversification of American policing.
