This study examines whether increased rates of police-led diversion have contributed to the youth crime decline in Australia. Fixed effects panel regressions were undertaken to examine the association between police diversion rates and youth offending prevalence and reoffending across regions in New South Wales and Victoria from 2005 to 2019. A significant decline in youth offending prevalence in this period was found but also a decline in police diversion rates for young people, and there was a lack of association between diversion rates and youth offending prevalence. In contrast, youth reoffending increased during this period. Notably, regions with higher diversion rates had significantly lower levels of youth reoffending. Findings suggest that police-led diversion is unlikely to have played a primary role in the Australian youth crime decline but may have reduced growth in reoffending in regions where it was used more frequently. Findings also indicate that youth offending declines have been socioeconomically conditioned. Implications for the causes of the youth crime decline and policing responses to young people are discussed. Victims and Offenders 29/7/2025 Research article The development and validation of a screening tool to identify Technology Facilitated Child Sexual Exploitation and Abuse by men in the general population Most perpetrators of technology-facilitated child sexual exploitation and abuse (TF-CSEA) have no prior criminal records, allowing them to pass conventional background checks and gain access to children. This study aimed to develop and validate a self-reported screening tool to help identify TF-CSEA perpetrators in the general population. Data were based on weighted samples of men representative of the Australian (n = 1,939), U.K. (n = 1,506), and U.S (n = 1,473) adult male populations. Penalised regression with repeated 10-fold cross validation were used to identify predictors in the Australian sample. The final model included thirteen items related to attitudes towards TF-CSEA, use of encrypted messaging apps, online behaviours, and mental health. The model demonstrated good discrimination (AUROC = 0.91), calibration (O:E = 1.10), and accuracy (brier score = 0.04) in the Australian sample, with strong external validity in the U.S.A (AUROC = 0.90; O:E = 0.99; brier score = 0.05) and U.K (AUROC = 0.85; O:E = 1.07; brier score = 0.03) datasets. The model was translated into a nomogram, and net benefit decision curve analysis indicated that flagging men exceeding a probability threshold of 0.24 produced a net gain of 42, 17, and 43 true positives per 1,000 men assessed in Australia, the U.K, and U.S.A. Subgroup analyses demonstrated higher net benefits when applied to men who work with children. This tool may offer a practical, data-driven method to supplement existing background checks, potentially providing more effective pre-employment and investigative screening while reducing undue scrutiny of low-risk individuals.
