The inspection was conducted jointly by HM Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) and the Care Quality Commission (CQC) in February and March 2025. It is part of our programme of inspections covering every police custody suite in England and Wales. The inspection assessed the effectiveness of custody services and outcomes for detained people throughout the different stages of detention. It examined the force’s approach to custody provision in relation to detaining people safely and respectfully, with a particular focus on children and vulnerable adults. To help the force improve, we have made one recommendation and highlighted a further 20 areas for improvement. The evaluation sought to monitor and evaluate the implementation and delivery of the pilots as well as identify emerging findings on the effectiveness of the pilot activities being delivered and perceived impact of the intervention. The evaluation also aimed to address the current gap in understanding of how a multi-agency hotspot patrol approach, led by police and crime commissioners, might impact both ASB incidents and the perception of ASB in the hotspot areas. A theory-based approach was deployed to understand links between processes and the perceived success of the pilots in meeting the intended outcomes. Home Office 7/8/2025 Report ‘You can’t bend down, can’t breathe’: Trousers, Gendered Embodiment and the Cultural Politics of Police Uniforms This article contributes to the growing literature on gendered challenges in policing by examining how uniform design—specifically standard-issue police trousers—impacts the embodied experiences of women officers and staff. Drawing on qualitative data from 88 participants across five police forces in England and Wales (2023–24), the study highlights a range of physical and psychosocial harms that participants attributed to poorly fitting trousers. While the police uniform is often regarded as a cohesive and neutral symbol of authority, this article deconstructs its material and gendered dimensions, examining how women who voice discomfort or health concerns are often met with institutional silencing—especially when their bodily needs diverge from the normative ideal of the disembodied ‘ideal police worker’. In doing so, this article offers a unique contribution to criminological debates on embodiment, well-being and the cultural politics in a uniformed organization.
