RNZ (Radio New Zealand) 15/5/2025 News An Illusion of Inclusion: Charity Workers’ Views on Police Responses to D/deaf Victims of Domestic Abuse D/deaf and hard of hearing individuals are at increased risk of domestic abuse (DA) however they may experience a range of challenges when accessing support or criminal justice services. Using semi-structured interviews with nine professionals working in a DA or deaf-specific support service/charity (that also provides DA support), we explored how D/deaf individuals access support for DA, report incidents to the police, and pursue cases through the criminal justice system (CJS). We found that D/deaf DA victims often experience detrimental systematic barriers when trying to access DA support, report DA and participate in a criminal investigation due to a lack of appropriate communication methods being offered or reasonable adjustments being made. A lack of D/deaf and DA awareness within policing was highlighted as a recurrent issue, which impacted upon D/deaf DA victims’ willingness to contact police forces, to continue to pursue justice, and to seek help in the future. We found a small number of charities are striving to encourage D/deaf DA victims to contact the police, seek help and pursue cases but are largely unable to overcome structural deficiencies within policing, and the wider CJS and support service sectors. There is a lack of official recognition of the gaps between law, policy and practice, which is alienating and excluding D/deaf DA victims. D/deaf communities remember and have lived experiences of poor policing and inadequate treatment. The findings raise important implications for policy and practice, and issues of equality, accessibility, justice and safety. Journal of Family Violence - Subscription at source 15/5/2025 Research article From an investigator’s perspective: challenges and opportunities in building and maintaining rapport in cross-cultural investigative interviewing contexts Given the geopolitical context of war, terrorism, human trafficking and organized crime, the pursuit of justice increasingly relies on effective interactions between individuals from diverse cultural backgrounds. Interviewers who fail to communicate effectively with interviewees from different cultural backgrounds to themselves risk derailing investigations, jeopardize the safety of potential victims and compromise the delivery of justice. Building rapport constitutes a critical component of effective investigative interviewing and is associated with enhanced investigative outcomes (i.e. detailed and informative accounts). The main objective of the current research was to explore the perceptions of investigators, experienced in the conduct of cross-cultural interviews, with respect to building rapport in interviews with people from diverse cultural backgrounds. The authors conducted 13 focus groups with a culturally diverse sample of investigative professionals to examine their perceptions of challenges and opportunities pertaining to building rapport in cross-cultural interviews. Given the exploratory nature of the research objective and the absence of prior research on this issue, the authors used a qualitative approach to reflect on key themes and subthemes in our data. The authors extracted four key themes as underpinning approaches to building rapport in cross-cultural interviews: i) preparation; (ii) situational awareness (during the interview); (iii) relationship building through communication; and (iv) hierarchy in interviews. Practical implicationsThese results highlight the value of cultural competence and benefits of cultural humility in the domain investigative interviewing. Understanding the challenges and opportunities for improved investigative interviewing in cross-cultural contexts is crucial for research, training and practice going forward.
