British Army 22/10/2025 News ‘How do we investigate two million murders?’ A systematic review of practices and problems in international criminal justice Investigations by international criminal justice institutions are conducted in difficult environments and deal with complex crimes. This systematic review on the factors affecting investigative interviews and witness evidence establishes what is known, where research was concentrated, and where gaps of knowledge remain. It is the first systematic review of a diverse literature, with a focus on empirically derived knowledge in an under-researched area, which is dominated by theoretical argument and black letter analyses. Literature on the practices of and challenges facing these investigations was collected and analysed. A comprehensive search yielded 3622 items for screening and a final sample of 62 items which reflected the accumulation of expertise in the field. Items were classified with a focus on the situation and the respective investigating criminal justice institution and proceedings. An inductive thematic analysis yielded eleven themes. These included problems with the establishment of investigations, the influence of third parties on investigations, the operations and strategies used by investigation teams, and the management and interviewing of witnesses. Key results highlight the numerous problems apparent when investigating mass atrocities and international crimes. It is recommended that investigations adapt evidence-based practices gauged from national contexts for addressing these crimes.
