Policing Insight - Subscription at source 19/6/2018 Analysis The Importance of External Stakeholders For Police Body-Worn Camera Diffusion The diffusion of innovations paradigm suggests that stakeholders’ acceptance of a police innovation shapes how it spreads and impacts the larger criminal justice system. A lack of support by external stakeholders for police body-worn cameras (BWCs) can short-circuit their intended benefits. The purpose of this paper is to examine the perceptions of BWCs among non-police stakeholders who are impacted by the technology as well as how BWCs influence their daily work processes. The authors conducted interviews and focus groups (n=41) in two US cities where the police department implemented BWCs. The interviewees range from courtroom actors (e.g. judges, prosecutors) to those who work with police in the field (e.g. fire and mental health), city leaders, civilian oversight members, and victim advocates. External stakeholders are highly supportive of the new technology. Within the diffusion of innovations framework, this support suggests that the adoption of BWCs will continue. However, the authors also found the decision to implement BWCs carries unique consequences for external stakeholders, implying that a comprehensive planning process that takes into account the views of all stakeholders is critical. This article argues that the privatisation of security provision can reinforce, rather than erode, the state, by contributing to state actors’ capacity to pursue the territorialisation of areas beyond the full grasp of the state. Exploring the outsourced security provision at Jewish-Israeli settlement compounds in East Jerusalem, I attend to a Public–Private security assemblage which performs Israeli sovereignty in an occupied territory. I suggest that by outsourcing security provision, in Israel/Palestine and elsewhere, state actors are able to differentially distribute (in)security while evading accountability and deflecting public and legal challenges to controversial state-led projects. In examining the relations formed between state and non-state security actors within an emerging local and urban assemblage, I argue that state authority and responsibility can be diffused into multiple nodes of private authority in the operation, performance and supervision of security and violence – while at the same time keeping the state monopoly over legitimate violence intact. Diversion of PwMI from the criminal justice system to appropriate treatment providers in the community is one of the primary goals of CIT. The present study examines characteristics and outcomes of encounters between citizens experiencing mental health-related crises and CIT-trained patrol officers. Findings of this study indicate encounters involving PwMI and CIT-trained officers often result in diversion to mental health services. Implications for policy and future research are discussed.
