BBC 11/8/2018 News Balancing Police Independence and Political Responsibility For the Police: Some Recent Developments in Australia, Canada, and the UK There is a need for balance between respecting the independence of the police to make law enforcement decisions in individual cases while allowing and indeed encouraging many other forms of legitimate political direction of the police. This article will argue that legislative reform should codify a minimal definition of police independence that would produce narrower definitions of police independence than found in recent policing legislation enacted in Australia and Canada and clearer standards than found either in the common law or the Policing Protocol Order, 2011 used in England. In addition, it suggests that Police Acts should encourage transparent political direction of the police by requiring such direction to be in writing and to be made public. It will be suggested that Victoria’s Police Service Act, 2013 and Ontario’s new Police Act, 2018 achieve some, but not all, of these objectives. Policing: A Journal of Policy and Practice 11/8/2018 Research article Temporal Patterns of Mental Health Act Calls to the Police Recent research has shown that crime-related police calls for service account for 20–30% of police call-related activity. In this article, we analyse temporal patterns of calls for police service relating to mental health. Approximately, 22,000 mental health-related calls are analysed. Seasonal, monthly, and daily patterns are analysed using ANOVA and negative binomial regression. Mental health-related calls for police service have a distinct temporal pattern for the days of the week and, to a lesser extent, at different times of the year. These calls for police service are elevated during fall/winter months and during the week. Our analyses show that police resourcing based only on criminal activity is limited for at least this one form of police calls for service. This may have implications for police resourcing and scheduling, particularly in the context of the day of the week and when special mental health teams are needed.
