The Telegraph - Subscription at source 28/9/2018 News Rationale of PCC Alison Hernandez on her proposed decision regarding potential merger with Dorset Police As Police and Crime Commissioner for Devon, Cornwall and the Isles of Scilly I have considered the Final Business Case for merger with Dorset Police, taken into account the views of the Chief Constable and listened to our key stakeholders and those who participated in the engagement activity during the summer. Whilst I agree that the business case is complete and demonstrates a case for merger I do not consider that progressing with the proposal will be in the best interests of the people of Devon, Cornwall and the Isles of Scilly. I am therefore intending not to agree to submit the business case to the Home Office. ITV News 28/9/2018 News Assessing Transmission and Translation of Learning About Evidence-Based Policing By Graduate Trainee Police Officers We examine transmission of Evidence-Based Policing (EBP) principles through taught classroom sessions, a skills-based Masterclass and enhanced infusion experienced by participants of the Police Now (PN) leadership development programme. We coded 75 presentations describing a live project delivered by 57 PN participants (probationer constables) at one of PN’s ‘100 Day Impact Events’. Benchmarking the content against extended EBP criteria revealed that graduates attempted to specify issues and engage in consultation, but made relatively limited use of concepts and theory, data analysis or statistical techniques. Rather than note this as a limitation of the PN programme, or ‘failures’ by the learners we argue that the findings open a wider discussion of what level of research sophistication can reasonably be expected of serving officers. Policing: A Journal of Policy and Practice - Registration at source 28/9/2018 Research article Minor Harassments: Ethnic Minority Youth in the Nordic Countries and Their Perceptions of the Police As different social groups are directly and indirectly confronted with diverse forms of police practices, different sectors of the population accumulate different experiences and respond differently to the police. This study focuses on the everyday experiences of the police among ethnic minority young people in the Nordic countries. The data for the article are based on semi-structured interviews with 121 young people in Sweden, Norway, Finland and Denmark. In these interviews, many of the participants refer to experiences of “minor harassments” – police interactions characterized by low-level reciprocal intimidations and subtle provocations, exhibited in specific forms of body language, attitudes and a range of expressions to convey derogatory views. We argue that “minor harassments” can be viewed as a mode of conflictual communication which is inscribed in everyday involuntary interactions between the police and ethnic minority youth and which, over time, can develop an almost ritualized character. Consequently, minority youth are more likely to hold shared experiences that influence their perceptions of procedural justice, notions of legitimacy and the extent to which they comply with law enforcement representatives. Criminology and Criminal Justice 28/9/2018 Research article Developing A Knowledge Base For Crime Prevention: Lessons Learned From the British Experience During the past 20 years, there have been several initiatives, led by the British government, to improve crime prevention by informing policy and practice with research. Two in particular stand out for the scale of the investment: The first was the establishment of the Crime Reduction Programme (CRP) in 1999. The CRP was supposed both to be based on what was already known from research and also to improve the evidence base and was scheduled to run for a decade. The CRP involved an unprecedented financial commitment to improving the knowledge base of crime prevention. The second was the establishment of the What Works Centre for Crime Reduction (WWCCR) in 2013. The WWCCR attempts both to distil findings from high quality research on what works in crime reduction in a form that would be readily accessible to and useable by decision-makers, and to encourage original research to improve the knowledge base. We touch more briefly also on the creation of the National Police Improvement Agency in 2007 and its successor body, the College of Policing in 2013. The core mission of both has been to professionalise policing (including police efforts to reduce crime) by making policing more evidence based, and the College of Policing has been home to WWCCR. This paper will provide a critical account of these major efforts to bring evidence to crime reduction and discuss lessons that can be learned from their experience.
