A qualitative comparison of youth and youth service provider perspectives Scholars have shown that age, race, and community context are consistent predictors of civilians’ perceptions of police and feelings of safety. Less is known about how young people residing in high-crime disadvantaged neighborhoods perceive police. Using in-depth interviews with 37 youth and adult service providers in Lansing, Michigan, this study examines whether and why young people feel the police increase or decrease their safety within their neighborhood and how these beliefs may differ from those of adults in the community. This study found nearly all of these youth indicated that the police decreased their feelings of safety; however, they did not hold more negative feelings toward the police than adults. Consistent with prior literature, respondents’ feelings were shaped by personal and indirect contact with police, especially adverse incidents. Tipp FM 24/10/2024 News A Police Response Effort Index to complement counts and harm indices in understanding crime and policing demand Responding to crime and non-crime policing demand in the increasingly complex policing environment calls for increasingly nuanced means of measuring demand. Complementing traditional crime counts, the recent development of crime harm indices provides one such means, whereby crimes are weighted by estimates of their harm or severity. Analysis using crime harm indices has shown that high harm victims, offenders, locations and times differ from the people and places that unweighted crime counts would highlight as a priority for police resource. However, crime harm indices apply only to crime, so they cannot be used to analyse both crime and non-crime demand, and harm is but one way of differentiating demand types. We therefore present an additional, complementary tool: the Police Response Effort Index (PREI). The PREI provides values for weighting crime and non-crime demand types by the amount of effort (time) typically involved during police’s initial response. It enables police to make decisions and target interventions with a more nuanced understanding of when, where and on whom police effort concentrates. This paper describes the development of the New Zealand PREI, providing a potential template for other jurisdictions. Government of Ireland 24/10/2024 Report Crime radiation theory: the co-production of crime patterns through opportunity creation and exploitation Considerable research shows that crime is concentrated at a few proprietary places: addresses and facilities. Emerging research suggests that proprietary places may radiate crime: activities at a place increase the risk of crime in the area around it. Weaknesses in the research create uncertainty about radiation, so we need more rigorous research. To conduct this research, we need a theory of crime radiation that operates at two spatial levels: the proprietary place and the area. This paper describes such a theory. Our theory states that crime radiation stems from the interaction between place management decisions at the place and offenders searching for opportunities in the area. Place managers create crime opportunities inside and outside their places. Offenders exploit place managers’ creations by deliberately searching for opportunities or by chancing upon the opportunities. The ways place managers and offenders interact gives rise to three types of crime radiation: hot dot, veiled dot, and cold dot. Finally, we propose questions crime scientists should answer to better understand crime radiation.
